Job Title: Housing Options Advisor
Location: Kettering/Wellingborough (4 days per week office-based)
Contract: 3 months
Hours: 37 per week
Rate: £28–£30 per hour (Umbrella)
IR35: Inside IR35
Job Purpose
To deliver a high-quality homelessness and housing advice service in accordance with Part 7 of the Housing Act 1996. The role involves assessing statutory homelessness duties, providing advice and support to customers, and managing a caseload of applicants who are homeless or threatened with homelessness.
Key Responsibilities
- Act as a Triage Officer within the Housing Options Team, responding to same-day homeless approaches.
- Assess applications under Part 7 of the Housing Act 1996 and determine the Council’s statutory duties.
- Manage a caseload of homeless and threatened with homelessness households.
- Produce clear, legally robust statutory decision letters (including not homeless and not eligible decisions).
- Develop and monitor Personal Housing Plans in line with prevention and relief duties.
- Liaise and negotiate with landlords, support agencies, and other stakeholders to prevent homelessness where possible.
- Maintain accurate case records using the Jigsaw system.
- Work independently to manage competing priorities and meet service targets.
Essential Requirements
- In-depth knowledge of Part 7 of the Housing Act 1996.
- Experience in statutory homelessness casework within a local authority setting.
- Proven ability to write clear and defensible decision letters.
- Strong communication and negotiation skills.
- Experience using Jigsaw housing management system.
