Job Title
Housing Options Manager – Assessment, Reviews & Rough Sleeping
Job Purpose
To lead and manage the Housing Options functions relating to homelessness assessments, statutory reviews, and rough sleeping services. To ensure the council meets its legal duties under homelessness legislation while delivering high-quality, customer-focused services that prevent and relieve homelessness.
Key Responsibilities
- Lead and manage teams responsible for homelessness assessments, statutory reviews, and rough sleeping services.
- Ensure legally compliant, high-quality decision-making under the Housing Act and Homelessness Reduction Act.
- Oversee statutory homelessness reviews, ensuring independence, fairness, and defensible outcomes.
- Manage complex and high-risk cases, including complaints, ombudsman investigations, and legal challenges.
- Develop and oversee rough sleeping strategies, outreach provision, and move-on pathways.
- Work in partnership with internal departments, voluntary agencies, housing providers, and enforcement partners.
- Monitor service performance, ensure statutory timescales are met, and report on outcomes and KPIs.
- Contribute to policy development and service improvement initiatives.
- Manage budgets, resources, and staff performance within the service area.
Person Specification (Summary)
- Significant experience in homelessness and housing options services.
- Strong working knowledge of housing and homelessness legislation.
- Experience managing staff and overseeing complex casework.
- Experience handling statutory reviews and responding to legal challenges.
- Strong leadership, decision-making, and partnership-working skills.
- Ability to work under pressure and manage competing priorities.
