Job Title: Housing Options Officer
Job Purpose
To provide a high-quality, efficient housing advice and homelessness assessment service to individuals and households who are homeless or threatened with homelessness. The postholder will ensure that all cases are properly investigated, statutory duties are correctly discharged in line with homelessness legislation and guidance, and that appropriate housing solutions, including temporary accommodation where required, are secured for eligible applicants.
Key Responsibilities
- Provide professional housing advice and homelessness prevention support to customers at risk of losing their accommodation.
- Undertake full and detailed investigations of homelessness applications in accordance with relevant legislation and statutory guidance.
- Make legally sound decisions under Section 184 of the Housing Act 1996, determining eligibility, homelessness status, and statutory duty owed.
- Assess applicants’ housing needs, support needs, and vulnerability to ensure appropriate assistance is provided.
- Take action to prevent and relieve homelessness through negotiation, mediation, and housing solutions.
- Secure suitable temporary accommodation for households owed a statutory housing duty.
- Maintain accurate case records and ensure all enquiries and assessments are completed within required timescales and performance targets.
- Work collaboratively with internal departments and external partner agencies including social care, health services, probation, and voluntary organisations.
- Identify safeguarding concerns and make appropriate referrals in line with safeguarding procedures.
- Ensure compliance with homelessness legislation, statutory guidance, and local authority policies at all times.
Knowledge, Skills and Experience
- Strong working knowledge of homelessness legislation, particularly Part 7 of the Housing Act 1996 and the Homelessness Reduction Act 2017.
- Experience of managing homelessness or housing options casework.
- Ability to make robust, legally compliant decisions under pressure.
- Strong assessment and investigative skills, including the ability to gather and evaluate evidence.
- Excellent communication and negotiation skills when dealing with vulnerable clients and landlords.
- Understanding of safeguarding principles and procedures.
- Ability to work effectively in a multi-agency environment.
- Strong organisational skills with the ability to manage a busy caseload and meet deadlines.
Other Requirements
- DBS (Disclosure and Barring Service) clearance required.
- Ability to work within statutory frameworks and council policies.
