Summary

Harrow Council is making significant changes to its Microsoft Dynamics HR/Payroll solution implemented in April 2022. This programme is set to work closely with the HR & Payroll project lead and Pensions Payroll team to secure the successful implementation of the new Zellis Payroll system by Nov 24:
• Capture “as-is” and define/agree future “to-be” processes which reflect best practise and the vanilla functionality of the new payroll system (eg JML)
• Work with IT partners to define and implement the HR and Payroll interface, to optimise productivity of the payroll team.
• Define and implement a business change plan for the project which fosters positive engagement and meets our specific requirements.
• Advise the project on all HR / Payroll design considerations, ensuring industry best practise is adopted.
• Stay up to date with industry trends, best practice, and regulatory and legislative changes related to HR and Payroll systems in local government.
• Good communication with key stakeholders, including HR and senior management, in relation to project updates, timeliness, and key milestones.
• Develop and deliver service user workshops to embed the new system.
• Successfully deliver the implementation of the new system, ensuring that all project milestones are met on time.

Provide ad-hoc support to the HR/Payroll/Pensions team in other aspects of the payroll implementation project as required:

• Acceptance testing
• Data migration testing and signoff
• Support for parallel payroll runs

Led the project to transition pensions payroll processes from the Finance team to the payroll team in HR.

Provide further strategic advice to HR and IT Directors, including.
• Creation and maintenance of prioritised backlog for wider HR and Payroll improvements (including BI/reporting), beyond the initial Zellis implementation.
• Review wider IT system used in HR and Payroll processing, including Civica W2 EDM & Workflow, iCims, LMS365 – and advise opportunities to consolidate and rationalise
• Provide strategic advice and senior BA support for wider HR initiatives as required – including performance management, case management and self-service

We require an individual who has:
• Previous experience of operating at the senior level as part of an HR management team, with excellent knowledge of best practices in local government HR, Payroll, & Pensions services
• Proven record in defining optimum HR/Payroll/Pension processes, including the supporting team structures and operating models.
• Demonstrated ability to work and engage with HR staff teams and other partners to implement efficient and effective HR process redesign, including the interface with IT teams to support technical system design.
• Experience in delivering and managing successful change projects in HR, particularly those with significant IT components.
• Strong system thinking approach to eliminate non-value-adding processes and design efficient customer-focused processes.
• Understanding of the relevant processes to support the employee life cycle.
• Knowledge of, and ideally experience with, Microsoft Dynamics HR and Zellis cloud payroll systems or similar ERP.

Pay rate: £432 per day (outside IR35)
