Job Details

  • To ensure that day to day treasury activities accord with the Treasury Policy Statement, Treasury Management Practices and Treasury Strategy, and to take such dealing actions as are necessary within agreed procedures, to maintain the Authority’s cash position
  • To be the lead technical financial advisor for the Council’s long- and short-term external borrowing strategy and the Councils Investment strategy
  • To be responsible for the preparation and closing of the final accounts for all related Treasury Management activities,  in accordance with timetables and standards
  • To be responsible for the formulation and reporting of the annual Treasury Management Strategy and required reporting as per the prudential indicators.
  • To manage the Council’s borrowing and investments, ensuring all financial transactions are carried out in accordance with the Council’s Investment Strategy and CIPFA Code of Practice.
  • Support the review and monitoring on a cyclical quarterly basis the performance of the Pension Fund Investment Managers and Custodians. This will include visiting / meeting Fund Managers to assess their performance.
  • Support the review of the Investment Managers performance, to ensure investment returns are maximised in accordance with investment policies for all surplus cash funds.
  • Provide operational support where required to the Worcestershire County Council Pension Committee, Investment Sub Committee and Pension Board in terms of meetings planning, agenda creation and preparation of papers including direct liaison with the relevant Chairs.
  • Be a representative for WPF on the LGPS Central Pooling meetings where required
  • Managing the calculation, monitoring, and reporting of Prudential Indicators.
  • Lead on the the financial closedown and external audit of the Treasury Management of the Council and support the closedown of the Worcestershire Pension Fund
