Client: Rugby Borough Council
Location: Rugby (Hybrid – ideally 1–2 days per week on site)
Contract: 6 months initially
Hours: 37 hours per week
Rate: £358.73 PAYE / £500 Umbrella per day
IR35: Inside IR35

Role Purpose

Rugby Borough Council is seeking an experienced Interim Asset and Estates Surveyor to provide professional property and estates advice across the Council’s commercial and corporate property portfolio.

The post holder will support the effective management of the Council’s property assets, delivering asset management objectives, managing property transactions, negotiating leases and agreements, and maximising the financial and strategic value of the Council’s estate.

The successful candidate will provide expert advice on commercial property matters including acquisitions, disposals, landlord and tenant matters, leases, licences, asset performance, and property ownership issues.

Key Responsibilities

Commercial Property & Estates Management

  • Manage and provide professional advice on the Council’s commercial and corporate property assets.
  • Support delivery of the Council’s commercial property strategy and asset management objectives.
  • Manage landlord and tenant matters including lease negotiations, renewals, licences and agreements.
  • Provide advice on the occupation, use and performance of Council-owned properties.
  • Support the management of key commercial assets, including Rugby Central shopping centre.

Property Acquisitions & Disposals

  • Negotiate and manage property acquisitions and disposals in line with Council objectives.
  • Prepare and negotiate heads of terms for property transactions.
  • Liaise with solicitors, valuers, agents and other professional advisers.
  • Provide property advice throughout the transaction process.
  • Support the identification of opportunities to improve the Council’s property portfolio.

Lease Management & Legal Documentation

  • Negotiate lease terms, licences, easements and other property agreements.
  • Work closely with Legal Services to prepare and complete property documentation.
  • Maintain accurate records of leases, ownership information and property interests.
  • Provide advice on property rights, boundaries and estate management issues.

Asset Management & Portfolio Performance

  • Support the delivery and review of the Council’s Asset Management Strategy.
  • Monitor property performance, income generation and asset utilisation.
  • Identify opportunities to improve financial returns and social value from Council assets.
  • Provide property advice to internal departments to support service delivery objectives.
  • Assist with financial forecasting and property-related reporting.

Property Data & Systems Management

  • Maintain accurate property ownership and lease information.
  • Manage asset information within corporate property systems.
  • Maintain GIS property records and mapping information (QGIS).
  • Ensure estates documentation, deeds and records are securely maintained.
  • Produce reports, plans and property information for stakeholders.

Stakeholder Management

  • Provide professional property advice to Council officers, senior managers and elected members.
  • Respond to property enquiries from tenants, residents, external organisations and other stakeholders.
  • Attend asset management meetings and provide updates on estates activity and performance.

Risk & Compliance

  • Identify and manage property risks including:
    • Encroachments
    • Trespass
    • Boundary issues
    • Adverse possession claims
    • Ownership risks
  • Ensure compliance with relevant property legislation, health and safety requirements and Council procedures.
  • Support effective management of property records and documentation.

Essential Experience & Qualifications

The successful candidate will ideally have:

  • MRICS qualification (General Practice/Valuation pathway preferred).
  • Significant experience working as an Asset Surveyor, Estates Surveyor, Corporate Property Surveyor or General Practice Surveyor.
  • Experience managing commercial and public sector property assets.
  • Strong knowledge of:
    • Commercial leases
    • Landlord and tenant matters
    • Acquisitions and disposals
    • Property negotiations
    • Asset management
  • Experience working within a local authority or public sector environment.
  • Experience instructing and managing external property consultants.
  • Ability to interpret property data and maintain accurate asset records.
  • Experience using property asset management systems and GIS mapping systems.
