Key Accountabilities and Key Measures

Role Outcomes

  • Delivery of effective communication strategies to engage internal and external stakeholders using a full range of channels including media relations, campaigns, publications, digital and social media to raise the profile, recruit candidates, and maximise the impact of key skills contracts
  • Delivery of the marketing and communications strategy for On Course South West (OCSW) Adult and Community Learning Service, undertaking annual strategy and delivery plan revisions

Role Measures

  • Year-on-year increased growth and achievement of new funding streams
  • Milestones within OCSW delivery plan are delivered on time
  • Key Performance Indicators for digital platforms are met and demonstrate increased engagement year on year
  • Promotional coverage secured in local outlets through coordination with the central PCC comms team
  • Key contract performance demonstrates recruitment and delivery against key demographic targets as identified by the annual plan
  • Increase in the number of stakeholders actively engaged with key communication channels
  • Positive feedback from the Education and Excellence Committee, Employer Advisory Committee
  • Delivery of targets as identified within income generation strategy

Key Activities – Lead on Engagement of Stakeholders

  • Shape and deliver OCSW’s Digital strategy including social media and website content management for relevant platforms. Deliver a range of communication strategies to engage target demographic audiences in line with the strategy
  • Work with internal staff to develop effective promotional plans to ensure digital platforms and resources are targeted at identified audiences
  • Work with key stakeholders to source, commission, and generate engaging content for online, including video content integrated across all platforms to promote OCSW activity, including income generation purposes
  • Management and development of social media channels and relevant websites
  • Gather, analyse, report on, and respond to audience feedback, market research, and other audience-related data through the CRM system and web analytics; ensure this data is used to improve contract performance and customer service standards
  • Monitor and report to management on performance of social media and marcomms strategies
  • Develop guidelines and ensure best practice standards are applied across the service in relation to communications materials
  • Manage relevant branding and acknowledgment of funders/partners appropriately
  • Work with PCC Corporate Communications Team to support the digital marketing and communications of OCSW
  • Support in the design and procurement of printed promotional materials
  • Liaise with external partners for inclusion of OCSW in regular community events
  • Coordinate OCSW learner and stakeholder events
  • Monitor annual marketing budget and update management on spend
  • Financial admin tasks including credit card payments, processing, and raising POs as required
  • Carry out duties appropriate to the grade of the post

Essential Qualifications / Knowledge

  • Educated to degree level or equivalent
  • Project management principles, methodologies, and processes
  • Broader application of online and digital engagement in cultural organisations such as web design and social media
  • Good understanding of audience research and evaluation
  • Demonstrable knowledge of relevant legislation such as Freedom of Information and Data Protection
  • Marketing and audience development
  • Required communications standards (e.g., Plymouth City Council, ESFA, and other stakeholders)
  • Web Accessibility Standards, Google Analytics, SEO, and analytics of social media platforms

Desirable Qualifications / Knowledge

  • Marketing and audience development in the education/skills sector
  • Professional qualification in marketing
  • Project management qualification
  • Knowledge of the skills/adult education sector
  • Knowledge of how to operate effectively within a Local Authority
  • Knowledge of XHTML and XML
  • Full UK Driving Licence
