Job Role Purpose
To support a solution-focused and innovative financial management function that ensures resources are effectively allocated to deliver value for money for the public. The role provides professional, evidence-based financial insight to support the long-term sustainability of the Council and its partners. It operates within a commercial framework, ensuring all decisions consider financial and commercial viability, while contributing to a high-performing, customer-focused team that supports the Council’s strategic vision.
Key Tasks
- Provide timely, accurate financial advice and support to colleagues across the Council.
- Deputise for the Senior Finance Business Partner when required, demonstrating professional behaviours and values.
- Deliver solution-focused financial guidance that supports innovation and commercial thinking within financial and procurement rules.
- Contribute to team development and succession planning through continuous learning and training.
- Support financial sustainability by providing insight, forecasting, and demand management modelling.
- Act as a proactive corporate contributor, supporting Council-wide initiatives and wellbeing programmes.
Key Responsibilities
People
- Build and maintain strong working relationships across the Council and partner organisations.
- Support team development through training, workshops, and skills development activities.
- Collaborate across the Business Management Directorate to ensure effective financial support.
Financial
- Provide evidence to ensure public money is spent effectively and aligned to Council priorities.
- Maintain data integrity within financial systems, ensuring accuracy and compliance.
- Support income-generating initiatives and commercial opportunities.
Strategic
- Support financial sustainability through forecasting, modelling, and demand analysis.
- Contribute to delivery of the Council’s business and financial plans.
- Support commercial initiatives in partnership with commissioning teams.
- Contribute to overall budget management and financial planning.
Resources
- Provide reliable financial advice to support decision-making across the organisation.
- Ensure financial systems and data are accurate, compliant, and well-maintained.
- Analyse and improve financial data quality and reporting systems.
- Prepare and submit statutory returns and government claims on time.
Planning & Organising
- Support innovative funding approaches and economic development initiatives.
- Produce tailored financial reports for different audiences.
- Ensure information is clear, accurate, and accessible to stakeholders.
Decision Making
- Work within Council financial policies and procedures to ensure best value.
- Analyse financial data and escalate complex issues where appropriate.
- Identify improvements to processes, policies, and financial practices.
- Act as an escalation point for junior team members when required.
Person Specification
Essential
- Professional accountancy qualification or equivalent experience
- Significant experience in a financial or business partnering role
- Ability to work across organisational boundaries and influence stakeholders
- Experience of driving change and improving services
- Strong partnership working skills
- Ability to work in complex, uncertain, and politically sensitive environments
- Ability to communicate a clear vision and motivate others
Desirable
- Experience working with elected Members and political processes
- Experience supporting large-scale transformation projects
Additional Requirements
- Ability to travel across the borough
- May be required to undertake other reasonable duties at the same grade
