Job Description – City Halls Venue Operations & Events Lead
Job Purpose
You will lead client liaison from sales through to operational delivery of events across City Hall venues. Acting as the primary point of contact throughout the client journey, you will ensure all events are delivered to an exceptionally high standard, meeting client expectations and full compliance with venue operations legislation.
You will play a key role in ensuring City Halls venues and events are recognised as exemplars of excellence for both internal and external customers.

- St George’s Hall
- Liverpool Town Hall
- Croxteth Hall
Main Areas of Responsibility
1. Sales, Business Development & Client Management
- Drive new income streams and identify sales opportunities across St George’s Hall, Liverpool Town Hall & Croxteth Hall
- Develop, sell, coordinate and manage bespoke corporate and public events end-to-end
- Cross-sell venue hire opportunities across City Halls, with a focus on weddings and events
- Conduct client presentations and venue show rounds to convert enquiries into confirmed bookings
- Prepare accurate quotations, proposals, and procurement documentation in line with LCC Standing Orders
- Build and maintain strong client relationships through effective CRM usage
- Respond to client enquiries promptly, professionally, and in line with City Halls standards
2. Event Planning & Delivery
- Produce detailed event specifications capturing full client requirements
- Coordinate all event logistics including equipment, catering, décor, suppliers, AV, and performers
- Lead pre-event operational briefings with clients, staff, contractors, security, and suppliers
- Ensure seamless delivery of all events across City Halls and external spaces (e.g. Concert Room, Great Hall, Visitor Centre, The History Whisperer, Public Realm, St John’s Gardens)
- Ensure all events comply with licensing conditions, legislation, and Council requirements
- Maintain oversight of the full events calendar and attend operational meetings as required
- Act as Event Manager for events across varying scales and locations
3. Operations, Systems & Reporting
- Act as a key user of the Venue Management System and CRM platforms
- Maintain accurate event records and operational documentation
- Produce post-event reports, including financial analysis (profit/loss and cost breakdowns)
- Monitor operational implications of bookings and flag risks or requirements
- Support development of processes to improve efficiency across venue operations
4. Customer Service & Stakeholder Management
- Act as primary point of contact for all client-related issues across venues
- Deliver outstanding customer service and adapt to diverse client requirements
- Ensure all internal and external stakeholders deliver consistent service excellence
- Build strong working relationships with clients, contractors, and internal teams
5. Compliance, Health & Safety
- Ensure full compliance with Health & Safety legislation (HASWA) and LCC policies
- Develop and implement Risk Assessments and Method Statements
- Ensure all event activity complies with legal, licensing, and regulatory requirements
- Act as a designated First Aid responder
- Support safe working practices across all venue operations
6. Marketing & Content Support
- Support the Communications and Marketing Manager by sourcing images, copy, and content
- Contribute to promotional activity across websites and social media channels
- Help maximise visibility and awareness of City Halls events
7. Continuous Improvement & Innovation
- Support the Head of Venue Operations in improving event delivery standards
- Identify areas for operational improvement and share best practice
- Advise on innovations to enhance venue performance and customer experience
- Demonstrate a strong commitment to continuous improvement and excellence
8. Procurement & Financial Accountability
- Support procurement processes to secure best value for money
- Monitor expenditure and ensure activities remain within budget
- Produce financial reporting and ensure commercial awareness across all activity
- Demonstrate responsible management of council resources, including reuse and waste reduction

- No direct line management responsibility
Physical Requirements
- Occasional manual handling during event setup/operations
- Extended periods working at a computer

Person Specification
Qualifications & Training (Essential)
- Experience in venue, sales, events, operations, or logistics management
- Knowledge of Health & Safety practices including Risk Assessments and Method Statements
- Event management knowledge or experience
- SIA qualification (or willingness to obtain)
- First Aid qualification (or willingness to obtain)
- Personal Licence Holder (Licensing Act Part 6)
Experience (Essential)
- Proven experience coordinating internal and external teams to deliver high-quality service
- Experience producing management reports and written communications
- Experience managing operational processes (financial, staffing, event reporting, profit/loss)
Skills & Abilities (Essential)
- Strong commercial awareness and ability to secure new business and maximise income
- Ability to identify and develop new opportunities with initiative and creativity
- Experience implementing Standard Operating Procedures in operational environments
- Strong problem-solving skills and innovative approach to service delivery
- Ability to manage events and operations to a high standard
- Financial understanding with ability to manage budgets and produce reports
- Ability to create Event Management Plans and act as Event Manager across multiple venues
- Excellent communication skills (written and verbal)
- Positive, flexible, proactive and self-motivated approach

Other Requirements (Essential)
- DBS check required at appropriate level
- Venue-based role; limited home working may be available depending on business needs
