Main Purpose
To assess and manage the highway impacts of development proposals, ensuring compliance with highways legislation, Council policies and technical standards. The role provides technical advice and approvals to developers and stakeholders and oversees highway works through to adoption.
Typical Day
- Assess planning applications affecting highways.
- Provide pre-application highways advice.
- Review and approve Section 38 and Section 278 schemes.
- Review construction management and travel plans.
- Negotiate legal agreements with developers.
- Monitor highway construction works and contractors.
- Carry out site inspections.
- Oversee highway infrastructure through to adoption.
- Attend meetings with developers, consultants and internal Council teams.
- Provide technical advice to Planning and other services.
- Maintain project, financial and technical records.
- Deal with residents and other external stakeholders.

Essential Qualifications & Requirements
- ONC/HNC minimum, ideally a degree or equivalent in Civil Engineering, Highway Engineering or Transportation.
- At least 2 years’ post-graduate experience in highways, transportation or development control.
- Proven experience managing Section 38 and Section 278 schemes, including technical approvals, audits and adoption.
- Good knowledge of highways/transport legislation, policies and technical standards.
- Experience supervising and monitoring highway works and contractors.
- Strong communication and stakeholder management skills.
