Work Pattern: 3 days in the office Initially 5 days depending on transferrable skills
PAYE Pay Rate: £34.38 per hour
Main Purpose
To lead and manage the Housing Management and Income Recovery Service, overseeing temporary accommodation, rental income collection, arrears recovery and customer services. The role supports strategic and operational priorities, ensures statutory and policy compliance, drives service improvement and delivers value for money and positive outcomes for households in temporary accommodation.
Typical Day
- Lead and manage the Housing Management and Income Recovery team.
- Oversee temporary accommodation allocation, management and performance.
- Monitor rent collection, arrears and income maximisation.
- Manage landlords, accommodation providers, contractors and commissioned services.
- Handle complex cases, complaints, Member enquiries, Ombudsman matters and legal challenges.
- Review performance, financial and operational data and prepare reports/business cases.
- Manage contracts, budgets and procurement activity.
- Lead staff supervision, performance management, recruitment and training.
- Work with internal and external partners to prevent and relieve homelessness.
- Support service improvement, policy development and implementation of new systems/processes.
- Deputise for the Head of Temporary Accommodation & Private Rented Sector when required.

Essential Experience
Ideally, candidates should demonstrate:
- Significant local authority housing/homelessness experience
- Management of temporary accommodation services
- Experience leading income recovery/rent arrears functions
- Staff and service management at a senior level
- Experience dealing with complex housing cases and complaints
- Knowledge of relevant housing legislation, statutory duties and Council procedures
- Experience managing contracts, providers and external partners
- Strong performance, financial and data-management skills
- Ability to deputise at Head of Service level and provide strategic leadership
