Main Purpose

Lead the development and improvement of Fostering Services across Cardiff and the Vale of Glamorgan, promoting best practice, strong partnership working and improved outcomes for foster carers and children.

Typical Day – Regional Fostering Development Manager

  • Review fostering recruitment figures and performance data to see how applications are progressing and identify any issues.
  • Manage and support the regional fostering recruitment team, allocating work and resolving any issues.
  • Monitor applicants through SharePoint forms/lists and tracking systems, ensuring applications are progressing appropriately.
  • Review what is working well across Cardiff and Vale and identify areas for service improvement.
  • Work with fostering teams and partners to develop and implement regional improvement projects.
  • Attend management, partnership and stakeholder meetings, presenting updates, data and recommendations.
  • Respond to queries and act as a key contact for the Foster Wales Cardiff service and website.
  • Work with national Foster Wales colleagues and other Regional Development Managers across Wales to share best practice and develop services.
  • Prepare reports, performance updates and improvement plans for local, regional and national audiences.
  • Develop new ideas and approaches to improve fostering recruitment and support for foster carers.
  • Spend time between Cardiff and the Vale of Glamorgan, depending on meetings and service requirements.

Key Responsibilities

  • Lead regional service improvements across Cardiff and Vale Fostering Teams.
  • Manage a small team and oversee the regional fostering recruitment front door.
  • Monitor and analyse fostering recruitment and performance data, identifying what is working and where improvements are needed.
  • Lead the regional fostering work programme, ensuring objectives and targets are delivered.
  • Use national fostering performance information and KPIs to identify priorities and develop improvement plans.
  • Manage and maintain the Fostering in Cardiff website and act as a key point of contact for the service.
  • Work closely with Cardiff, Vale of Glamorgan, regional and national partners.
  • Develop new approaches and models of service delivery.
  • Promote best practice and support improvements in fostering practice across Wales.
  • Present information, reports and performance data clearly to management, partners and national stakeholders.
  • Build consensus across different viewpoints and bring people with you through periods of change.
  • Work with other Regional Development Managers across Wales to support the wider Foster Wales programme.
