PAYE Pay Rate: £144.21 per day
Main Purpose of the Role
To provide data analysis, reporting and business intelligence to support operational and senior managers within the Environment Directorate. The role involves gathering, transforming and interpreting complex data to inform decision-making, monitor service performance and improve council services.
The successful candidate will use tools such as Power BI, Microsoft Excel and potentially Python or R to produce accurate reports, identify trends, develop automated data processes and communicate analytical findings to non-technical stakeholders.
Typical Day Overview

Collect, clean, transform and analyse data from various council systems and sources.

Produce performance reports, dashboards and insights using Power BI and Excel.

Monitor performance indicators, targets and service outcomes to identify trends and areas for improvement.

Work with Street Scene and Environment teams to understand their data requirements and support evidence-based decisions.

Conduct research, surveys, audits and reviews to support service planning and development.

Present complex data and statistical findings clearly to managers and colleagues without specialist analytical knowledge.

Support projects, programmes of work and the development of automated reporting processes.

Maintain accurate data records and ensure compliance with data protection, confidentiality and information security requirements.
Key Skills and Responsibilities

Data Analysis & Statistical Reporting: Analyse complex datasets, identify trends and produce accurate performance reports.

Power BI & Dashboard Development: Develop reports, dashboards and visualisations to support service monitoring and decision-making.

Microsoft Excel: Use Microsoft applications to manage, organise and analyse data.

Python / R Programming: Transform and analyse data and support automated data processes where required.

Business Intelligence & Insight: Interpret findings and provide evidence-based recommendations to improve services.

Performance Management: Monitor targets, key performance indicators and service outcomes.

Research & Evaluation: Undertake research, surveys, audits, literature reviews and evidence assessments.

Stakeholder Communication: Explain complex analytical findings to non-technical audiences and influence decision-making.

Project Management: Manage multiple workstreams, prioritise competing deadlines and support service improvement projects.

Data Governance: Maintain data accuracy, confidentiality and compliance with information security and data protection requirements.

Continuous Improvement: Identify problems, recommend solutions and improve reporting and data collection processes.

Teamwork & Collaboration: Build relationships across council departments, share knowledge and support colleagues with analytical processes.
Essential Qualifications and Requirements

Education: Degree-level education or equivalent, or relevant experience in data analysis.

Experience: At least 2 years’ experience producing reports and carrying out statistical analysis.

Microsoft Skills: Excellent knowledge of Microsoft products.

Power BI: Experience using Power BI to develop reports and manage data.

Numerical & Analytical Skills: Strong numeracy, literacy and the ability to interpret complex information and identify key findings.

Communication: Ability to explain complex statistical information to non-specialists and contribute to reports informing policies and service delivery.

Workload Management: Ability to manage multiple programmes of work, organise priorities and meet deadlines.

Research & Insight: Ability to conduct research and provide evidence-based insights to support service improvement.
