Locum HR Officer required – full time (36 hours a week) for 3 months initially.
BR7 – £16.23 – 17.51 ph PAYE
- Strong administration experience a must or HR administrator experience an advantage
- Experience with HR and payroll systems.
- Awareness of safer recruitment checks and onboarding activity.
- Knowledge of data protection, confidentiality, and secure record‑management.
Interviews will be taking place on 20th, 21st and 22nd April (online).
Summary of role
To provide high‑quality operational HR support across the Council, ensuring HR processes are delivered accurately, efficiently and in accordance with HR policy, legislation and good practice.
The postholder supports the full employee lifecycle, including onboarding, employment checks, contractual changes, employee benefits administration, casework administration and exit processes.
Task list
- Deliver end‑to‑end HR administration across the employee lifecycle, including onboarding, contractual changes, statutory entitlements and exits.
- Manage Off-Payroll administration and provide associated support.
- Maintain accurate HR records and ensure timely processing of HR transactions and system updates.
- Support managers with consistent application of HR procedures, escalating complex issues to HR Business Partners/Managers.
- Coordinate payroll‑related activity, including monthly and annual Reward & Recognition payments and contractual changes linked to restructures.
- Administer all DBS checking processes, including employees, volunteers and specific programmes (e.g. Homes for Ukraine).
- Provide administrative support for employee relations casework, including documentation, reports, meeting coordination and case tracking.
- Coordinate pre‑employment checks and issue offers, contracts, extensions and variations, processing changes to terms and conditions.
- Act as the main contact for employee benefits and coordinate council employee events, delivering end‑to‑end planning and engagement.
- Support workforce data accuracy, reporting and audits by producing data extracts and resolving data quality issues in HR systems.
