Job Purpose:
The Oracle Cloud HCM Applications Lead is responsible for the technical management, support, configuration, and continuous improvement of the Council’s Oracle Cloud HCM platform. The role will act as the key link between HR, Payroll, IT teams, external suppliers, and Oracle support partners to ensure the system operates effectively and continues to meet business needs.
The post holder will lead on resolving complex Oracle HCM issues, managing system changes, overseeing Oracle quarterly updates, coordinating integrations, and providing expert guidance to stakeholders on the effective use of Oracle Cloud HCM.
Key Responsibilities:
- Lead the investigation, troubleshooting, and resolution of complex Oracle Cloud HCM incidents raised by HR and Payroll users through service desk processes.
- Manage Oracle Cloud HCM system developments and enhancements from initial requirements gathering through to configuration, testing, and implementation.
- Provide technical leadership across Oracle HCM modules including Core HR, Payroll, Absence Management, Time and Labour, Oracle Recruiting Cloud (ORC), and BI Publisher (BIP).
- Maintain and configure Oracle Cloud HCM modules to support business requirements and improve system functionality.
- Coordinate Oracle Cloud quarterly updates, including impact assessments, regression testing, and implementation activities.
- Manage and support integrations between Oracle Cloud HCM and feeder systems through Oracle Platform as a Service (PaaS).
- Work closely with third-party technical support providers and external suppliers to manage incidents, improvements, and system changes.
- Support change management processes, ensuring system changes are documented, tested, approved, and delivered effectively.
- Provide advice, guidance, and best practice recommendations to HR, Payroll, and senior stakeholders on Oracle Cloud HCM capabilities.
- Monitor system performance, identify improvements, and support continuous service improvement.
- Maintain effective relationships with internal teams, external suppliers, government departments, and other public sector organisations.
Essential Experience and Skills:
- Proven experience managing Oracle Cloud HCM applications in a technical or functional lead capacity.
- Strong experience across Oracle Cloud HCM modules including:
- Core HR
- Payroll
- Absence Management
- Time and Labour
- Oracle Recruiting Cloud (ORC)
- BI Publisher (BIP)
- Experience configuring and maintaining Oracle Cloud HCM solutions to meet organisational requirements.
- Experience investigating and resolving complex Oracle HCM incidents and system issues.
- Experience managing system changes, configuration activities, testing, and implementation.
- Experience using service desk systems to manage incidents and requests through to resolution.
- Understanding of integrations and data flows between Oracle Cloud HCM and other business systems.
- Knowledge and understanding of IT services within a Local Authority or public sector environment.
- Strong communication skills with the ability to engage effectively with technical teams, suppliers, HR/Payroll users, and senior stakeholders.
Desirable Experience:
- Experience working within a Local Authority, Council, or public sector organisation.
- Experience supporting Oracle Cloud HCM implementations, upgrades, or transformation programmes.
- Experience managing third-party Oracle support arrangements.
