Purpose of the Role:

To lead, manage, and coordinate Parking Enforcement operations across the Borough, ensuring compliance with traffic regulations and delivery of high-quality, efficient enforcement services. The role is responsible for staff performance, operational planning, and supporting financial and strategic objectives of the Parking Services function.

Key Responsibilities

  1. Leadership & Staff Management
  • Provide effective leadership and day-to-day management of Parking Enforcement staff.
  • Plan, allocate, and adjust resources to meet operational demands.
  • Manage staff deployment, including beat allocation and rota scheduling to ensure coverage during enforceable hours.
  1. Operational Delivery
  • Oversee on-street and off-street parking enforcement activities.
  • Ensure compliance with all relevant traffic regulations and service specifications.
  • Monitor service delivery and implement improvements where necessary.
  1. Performance Monitoring & Reporting
  • Monitor the volume and quality of Penalty Charge Notices (PCNs) issued.
  • Analyse performance data and ensure targets and standards are met.
  • Produce regular reports on performance, trends, and service outcomes.
  1. Financial Management
  • Support the Parking Services Manager in budget planning and monitoring.
  • Ensure service delivery remains within budget.
  • Identify variances and implement corrective actions where required.
  1. Training & Development
  • Identify training needs for enforcement staff.
  • Design, organise, and deliver training programmes.
  • Ensure all staff are trained to required service standards and legal requirements.
  1. Systems & Administration
  • Manage and maintain computerised systems used for enforcement operations.
  • Ensure accurate data input, reporting, and compliance with procedures.
  • Adhere to all administrative, financial, and HR policies.
  1. Strategic Planning & Collaboration
  • Develop and implement enforcement strategies and work plans.
  • Coordinate activities with internal departments and external partners/agencies.
  • Contribute to service development and continuous improvement initiatives.
  1. Compliance & Governance
  • Ensure adherence to Health & Safety legislation.
  • Promote and uphold Equal Opportunities policies.
  • Support quality management and technology initiatives within the service.

  • Proven experience in managing enforcement or operational teams.
  • Strong leadership and staff management skills.
  • Knowledge of parking enforcement and traffic regulations.
  • Experience in performance monitoring and reporting.
  • Financial awareness and budget management experience.
  • Ability to plan and deliver staff training.
  • Competent in using IT systems and data management tools.
  • Strong organisational and problem-solving skills.
