Job Title: Parking Representations Officer

About the Role:
Harrow Council is looking for a detail-oriented and fair-minded Parking Representations Officer to join our Parking Back Office team. You will play a key role in reviewing and deciding on challenges to Penalty Charge Notices (PCNs), ensuring that all decisions are made in line with legislation and council policy.

You will work with a skilled team to:

  • Investigate challenges and representations from motorists, MPs, and councillors.
  • Review evidence such as photos, CEO notes, maps, and system audit trails.
  • Apply parking legislation and council policies to make fair decisions.
  • Communicate decisions clearly to the public.
  • Handle administrative tasks, including correspondence, payment plans, refunds, and liaising with enforcement agents.
  • This is a crucial back-office role that ensures the council’s parking enforcement is accurate, consistent, and customer-focused.

What We’re Looking For:

  • Knowledge of parking legislation, PCN appeals, and traffic management orders.
  • Experience in parking enforcement, administration, or related legislation-based roles (City & Guilds Level 3 in Notice Processing is desirable).
  • Strong written and verbal communication skills.
  • Ability to work independently, organise workloads, and meet performance targets.
  • Proficiency with IT systems, including document management and parking enforcement software.
  • Ability to handle sensitive situations and apply the council’s vulnerability policy.
