Parking Services Officer

About the Role
We are looking for an experienced Parking Services Officer to join the Parking Services team. You will be responsible for processing and investigating Penalty Charge Notices (PCNs), dealing with challenges and representations, and supporting cases that progress to appeal.
You will need a good understanding of the Traffic Management Act 2004 and associated parking legislation, with the ability to make accurate decisions based on legislation, evidence, policies and procedures.
Key Responsibilities
- Investigate and process correspondence relating to Penalty Charge Notices (PCNs) at all stages of the enforcement process.
- Assess challenges and representations and determine whether they should be accepted or rejected.
- Ensure PCNs are processed accurately and within relevant statutory timescales.
- Liaise with London Tribunals and determine which cases should be contested at adjudication.
- Prepare comprehensive case files and attend hearings where required.
- Authorise parking bay suspensions and temporary parking waivers.
- Liaise with contractors, enforcement agents, internal teams and other stakeholders to resolve parking-related issues.
- Assist with PCN, Pay & Display and Resident Visitor Permit (RVP) reconciliations and refunds.
- Contribute to quality management and ensure work is completed in accordance with agreed standards and procedures.
- Support service improvement and the continuous development of the Parking Service.
- Provide wider support across Parking Services and undertake Customer Services Officer duties when required.
About You
The successful candidate will have:
- Strong experience within Parking Services, ideally within a local authority or council environment.
- Good knowledge of the Traffic Management Act 2004 and related traffic/parking legislation.
- Experience dealing with PCN challenges, representations and appeals.
- Ideally, experience dealing with London Tribunals and parking adjudication.
- Strong investigation, problem-solving and decision-making skills.
- Excellent attention to detail and the ability to work accurately within statutory deadlines.
- Good IT skills, including Microsoft Excel, Word, PowerPoint and database systems.
- Strong written and verbal communication skills.
- The ability to provide a high standard of customer service while working within legislation, policies and procedures.
