People & Culture Pregame Lead

• Act as the Programme Lead for the People and Culture programme, reporting into the Delivery Board and supporting the Senior Responsible Officer. • As Programme Lead, act as the interface between CLT, HR and OD service and the Projects and Change team to shape the programme and be accountable for delivering outcomes. • Work with the new senior leadership structure of Directors and Heads of Service, to support collaborative working with a focus on working across services to deliver the Council Plan, breaking down structural “silos”. • Work with the Director of Corporate Management and the Head of HR and OD to develop and deliver bespoke strategic OD and organisational design solutions to effect organisational and cultural change within the Council. • Coach, influence and advise senior managers on people solutions to effect cultural change. • Work with Head of HR & OD and Head of Communications & Marketing to develop an internal engagement plan which underpins the programme and facilitates cultural change. • Provide regular written and verbal updates to CLT and the Delivery Board on the shaping of and delivery of the Council’s People and Culture programme, highlighting risks, opportunities and benefits from policy changes or business design. • Develop proposals for medium to longer term implementation of the People Strategy, including monitoring impact. • Ensure effective project governance is in place for the People and Culture programme, working closely with the Change and Projects team. • Working with the Change and Project team and HR and OD, ensure a one council approach to the Programme, connecting the work of our wider resources to support matrix delivery teams, that deliver positive outcomes for the Programme. • Design and implement the People and Culture Programme, strategies and plans to deliver agreed Council objectives within budget ensuring the best possible customer experience. • Working with HR and OD, promote clear communication and leadership development which supports behaviour and cultural change, stronger accountabilities, and transformation in the delivery of outcomes. • Directly support the delivery of the Council’s Medium Term Financial Plan by ensuring that the People and Culture Programme is insight-led and supports the delivery of savings, cost avoidance and/or improved outcomes. • Actively promote the Council’s vision, values and priorities as articulated in the Council Plan / Delivery Plan and through personal example and positive direction make sure objectives are translated into project deliverables and agreed business outcomes. • Understand and comply with DCC’s policy framework including health and safety, IT and General Data Protection Regulations (GDPR), financial regulations and standing orders and equality and diversity. • Monitor and control the programme budget to ensure expenditure is in line with the Annual Council Budget.
