Job Title: Planning Officer

Team: Development Management
Location: High Street, Esher, Surrey, KT10 9SD, United Kingdom- 3 days remote, 2 days in office on Tuesdays and Thursdays.
Reporting to: Team Leader

Role Purpose

To assess and manage planning applications in accordance with the National Planning Policy Framework and the Council’s adopted planning policies, ensuring high-quality and timely decisions on development proposals.

Key Responsibilities

  • Manage a caseload of planning applications, including householder, minor and small-scale developments.
  • Assess proposals against local and national planning policies and planning legislation.
  • Prepare written reports with recommendations for planning managers and Planning Committee decisions.
  • Provide planning advice to residents, developers, architects and other stakeholders through phone, email, meetings and the pre-application process.
  • Assist in preparing the Council’s case for planning appeals, including written representations and hearings.
  • Support senior officers with larger or more complex development proposals.
  • Carry out site visits to assess development proposals and their local impact.
  • Maintain accurate records using the Council’s planning systems.
  • Keep up to date with changes in planning law and policy.

Professional Development

  • Work towards or maintain membership of the Royal Town Planning Institute.
  • Participate in professional training and development activities.

Key Skills and Requirements

  • Strong written and verbal communication skills.
  • Ability to assess plans, drawings and technical information.
  • Good organisational skills and ability to manage multiple deadlines.
  • Knowledge of planning policy and legislation (desirable).
  • Ability to work independently and as part of a team.
  • Full driving licence and ability to travel for site visits.
