About the Role

We are looking for a Population Health Management Analyst to support public health and NHS partners across Bexley. You will provide high-quality analysis that helps us understand the needs of our local population, reduce health inequalities, and improve services. This is a cross-organisational role working closely with the Council, the NHS, and the voluntary sector.

You will bridge public health intelligence and NHS service planning, using data to identify at-risk groups, evaluate interventions, and develop insights that shape decision-making.

Key Responsibilities
Population Health & Intelligence

Develop and apply Population Health Management (PHM) methods in line with council, ICS, and national priorities.

Use existing datasets to deliver segmentation, risk stratification, equity audits, and forecasting.

Ensure insights support the Joint Strategic Needs Assessment (JSNA) and wider NHS planning.

Analysis & Delivery

Lead analytical projects that support prevention, early intervention, service redesign and improving outcomes.

Work with primary care and clinical datasets to produce actionable intelligence.

Build dashboards and automated reporting tools for routine monitoring and decision support.

Translate complex findings into clear messages for senior leaders, clinicians, and non-technical audiences.

Collaboration & System Development

Work across the Council, ICB and partner organisations to share learning and improve analytical capability.

Support workstreams such as frailty, long-term conditions, inequalities, and access.

Map and prepare the system for future data integration across health and social care.

Ensure all work complies with data governance and confidentiality standards.

Professional Development

Keep up to date with PHM, epidemiology, and analytical methods.

Share best practice and help upskill colleagues in PHM and data tools.

Promote equity, inclusion, and evidence-based decision making.

Skills & Experience Required
Essential

Experience of public health or health intelligence analysis.

Strong analytical skills using SQL and either R or Python.

Experience working with record-level health or clinical datasets (e.g., primary care data).

Knowledge of PHM approaches such as segmentation, risk stratification, or impactability modelling.

Understanding of epidemiological and statistical methods, including equity analysis.

Ability to design dashboards or automated reporting tools.

Strong communication skills—able to explain complex data clearly to different audiences.

Ability to work independently and build strong cross-organisational relationships.

Commitment to continuous learning and improving analytical practice.

Desirable

Postgraduate qualification in public health, data science, statistics, or a similar field.

Experience in a local authority, NHS, or other public sector health setting.

Familiarity with JSNA development or population needs assessments.
