Job Title: Portfolio Surveyor
Specialism: Strategic Asset Management – Adult Social Care & Education

This is a senior, strategic Portfolio Surveyor role with autonomous responsibility for the management of the Council’s Adult Social Care and Education property sub-portfolio.
The postholder will act as the property lead for their portfolio, providing professional advice to service departments and senior officers, and managing assets on a whole-life basis including acquisition, lease events, investment, and disposal.
This role sits below Head of Service level and is focused on hands-on strategic delivery, rather than people or service management.

Key Responsibilities
Strategic Asset & Portfolio Management
Act as the strategic lead for the ASC and Education property sub-portfolio, ensuring assets are fit for purpose, compliant, and deliver value for money.
Develop and implement estate and asset management strategies aligned to service needs and corporate priorities.
Provide professional property advice to service departments and senior stakeholders across the Council.

Whole-Life Property Management
Manage property assets on a whole-life basis, including:
Acquisitions and site identification
Lease events (renewals, rent reviews, break options)
Ongoing property and asset management
Capital investment and redevelopment opportunities
Disposals of surplus or under-performing assets
Identify opportunities to improve asset performance, reduce cost, and maximise income or capital value.

Disposals & Transactions
Lead and manage the disposal of property assets, ensuring best consideration is achieved and statutory requirements are met.
Prepare business cases and recommendations to support acquisition, investment, or disposal decisions.

Work closely with Legal and Finance teams to progress transactions efficiently and compliantly.

Governance, Reporting & Compliance
Prepare and contribute to reports, briefings, and decision papers for senior management and formal governance processes.
Ensure all property activity complies with relevant legislation, Council policies, and best practice.
Maintain accurate asset records and contribute to corporate property data and performance reporting.

Stakeholder & Relationship Management
Build and maintain effective working relationships with:
Adult Social Care and Education service leads
Legal, Finance, and other corporate services
External advisers, agents, and partners
Communicate clearly throughout property transactions, keeping stakeholders informed of progress, risks, and outcomes.

Leadership & Professional Practice
Operate with a high degree of autonomy and professional judgment.
At times, lead specific projects or workstreams and provide guidance to junior property staff where required.
Promote best practice, continuous improvement, and professional standards across the property function.

Person Specification
Essential

Degree or equivalent qualification in a property-related discipline.

MRICS (or equivalent professional membership) or demonstrable progress toward chartership.

Significant experience in strategic property or asset management, ideally within the public sector or a complex organisational environment.

Proven experience managing property assets across their full lifecycle, including acquisitions, lease events, and disposals.

Strong understanding of governance, financial appraisal, and stakeholder management.

Ability to work independently and manage competing priorities.

Desirable

Experience managing Adult Social Care, Education, or other service-critical operational estates.

Experience working within a local authority or similar public-sector body.

Knowledge of public-sector property legislation and best-value requirements.
