Job Title: Prevention, Data & Outcomes Lead

Housing Advice and Enabling Team
Grade: F/G (subject to JE) | 37 hours | Hybrid | 3–6 months (Interim)

Purpose of the Role

To lead the monitoring, analysis and continuous improvement of homelessness prevention, rough sleeping and housing outcomes across the Housing Advice & Enabling service. The role ensures performance aligns with the Local Outcomes Framework and the national homelessness prevention agenda, driving earlier intervention, improved data quality and better outcomes for residents.

Key Responsibilities

Performance, Data & Outcomes

  • Lead monitoring of homelessness and rough sleeping performance indicators across prevention, relief, temporary accommodation and housing allocations
  • Analyse trends and produce performance reports for managers, SMT and partners
  • Improve data quality, reporting systems and outcome tracking across housing pathways
  • Support development of integrated dashboards and performance insight tools

Service Improvement

  • Identify service blockages and recommend improvements based on data, audit findings and operational feedback
  • Work with IT and managers to improve systems (e.g. housing case management and waiting list systems)
  • Support implementation of best practice toolkits and national homelessness guidance
  • Contribute to service redesign and future operating models

Early Intervention & Supervision

  • Provide day-to-day supervision, coaching and support to Early Intervention Officers
  • Quality assure prevention activity, casework recording and Personal Housing Plans
  • Support staff development and improve consistency of frontline practice
  • Act as first point of operational support for early intervention activity

Rough Sleeping & Multi-Agency Working

  • Monitor rough sleeping performance and support delivery of reduction targets
  • Work with outreach teams and partners to improve multi-agency responses
  • Attend partnership meetings and present performance insights

Strategy & Reporting

  • Translate national homelessness priorities into local operational delivery
  • Support delivery of the Homelessness & Rough Sleeping Strategy Action Plan
  • Produce clear outcome-focused reports for senior leadership and external partners

Essential Requirements

  • Experience in homelessness prevention, housing options or related services
  • Strong data and performance analysis skills
  • Experience supervising or line managing staff
  • Understanding of homelessness legislation and prevention duties
  • Ability to identify service improvements and implement change
  • Strong communication and partnership working skills

Desirable

  • Experience with housing systems (e.g. MRI/Jigsaw, InForm, HCLIC)
  • Dashboard/reporting tools (e.g. Power BI)
  • Experience in multi-agency homelessness work

Summary

This is a hands-on improvement role combining homelessness operations, data insight, staff supervision and service redesign to improve prevention outcomes and reduce homelessness pressures across the service.
