Principal Lawyer

Kirklees council are looking for an Principal Lawyer s to support the Service Director and Senior Management Team in the provision of an effective and responsive service that meets the needs of the Council now and in the future; and to provide and commission high level legal advice and services in Planning, Highways Public Rights of Way, Road Traffic Regulation, Compulsory Purchase, and
environmental law.

 

Provide a full range of professional legal advice and assistance to Services, Members of
the Council (including Cabinet and Committees etc.) and others with a focus on Planning ,
Highways, and environmental law combined with flexibility to undertake other local
government law related work.
• Provide legal advice to Members and Officers in relation to complex and routine planning,
environment, highways and traffic regulation , public rights of way, Town, and Village
Greens ; CPO and similar matters including advice and attendance at internal (officer and
Member e.g. Committees ) and external meetings.
• negotiation and drafting of complex and routine planning (s106) agreements and unilateral
undertakings and highways agreements (s38/278) and orders and similar documents and
undertake/assist in relation to challenges to decision making.
• Identify new statute, case law and procedural developments relevant to this post and advise
accordingly.
• To undertake planning, highways and rights of way enforcement and advocacy where
required.
• To arrange effective representation where appropriate for the Council in connection with
Planning, Highways , Public Rights of Way ,CPO and environmental law for example public
enquiries and judicial reviews.
• Supervise, train, mentor and manage members of the Planning and Highways team.
• Provide training to members, officers, and outside bodies.
• Support and assist in the commissioning of external legal advice.
• Support and assist the Service Director and the management team with tasks and projects.
• Undertake legal work on behalf of WYLAW councils if required.
