Private Sector Housing Officer / Compliance Officer

Hybrid Working – 3 days on site / 2 days remote

Job Purpose

To ensure private sector housing complies with statutory housing standards by inspecting properties, identifying hazards, and taking appropriate enforcement action where required. The role supports the council in improving housing conditions and protecting tenants within the private rented sector.

Key Responsibilities

  • Carry out inspections of private rented properties using the Housing Health and Safety Rating System (HHSRS).
  • Identify housing hazards and assess risks in accordance with the Housing Act 2004.
  • Investigate complaints relating to housing conditions within the private rented sector.
  • Take appropriate enforcement action including improvement notices, prohibition orders, and civil penalties where necessary.
  • Inspect and regulate Houses in Multiple Occupation (HMOs) and ensure compliance with licensing requirements.
  • Prepare detailed inspection reports, notices, and evidence for potential legal action.
  • Provide advice and guidance to landlords, tenants, and agents regarding housing standards and legal responsibilities.
  • Maintain accurate records and case files in accordance with council procedures.

Essential Requirements

  • Qualified and competent in Housing Health and Safety Rating System (HHSRS) assessments.
  • Experience working within private sector housing enforcement or environmental health.
  • Knowledge of housing legislation including the Housing Act 2004 and HMO licensing requirements.
  • Experience undertaking enforcement action within the private rented sector.
  • Strong report writing, investigation, and communication skills.
