Purpose

To lead the procurement function providing a centralised procurement service, including provision of technical and operation guidance, specialist advice on strategic sourcing, tendering and contracting to all relevant internal and external stakeholders, ensuring all legal requirements and obligations are met.

To ensure that procurements maximise commercial opportunities, deliver best value and  embed social value, environmental sustainability and equality.

Main responsibilities

Responsible for managing end-to-end procurement process across all NCHA. Embed a professional and consistent approach to procurement. Will lead and support on all key strategic, high value or high-risk procurement activity on behalf of NCHA. Manage and develop the Procurement Team, building a collaborative working environment and a culture of collaboration, innovation and continuous improvement. Be the in-house procurement expert; providing advice and guidance to colleagues and stakeholders across NCHA to enable best return on all procurements. Keep up to date on procurement legislation and best practice. Responsible for Managing NCHA’s procurement strategy and a 5 year Procurement Plan with agreed efficiency targets. Work in collaboration with operational managers to support the development of best practice procurement and contract management in order to deliver key objectives.

Responsible for ensuring all new contracts, extensions and renewals are compliant, reflect best practice and maximise VFM; ensuring goods, services and works are procured in line with NCHA’s Financial Regulations and comply with legislative, ethical and regulatory requirements including adherence to Public Contract Regulation 2015.

Will support colleagues with their contract management responsibilities, and where necessary lead on implementing improvement measures where contracts are failing. Incorporate a suite of KPIs to monitor spend, compliance and opportunities to maximise VFM, that are individual to each contract, that supports the contract management and performance of each contact. Responsible for negotiating contracts and service agreements with suppliers and Contractors. Responsible for ensuring that there is a clear audit trail and full and accurate record keeping of the purchasing process undertaken including appropriate authorisation. Responsible for identify and mitigate appropriate risks related to NCHA’s procurement activities and supply chain. Conduct quarterly reporting that highlights spend, compliance and contractor performance. Work closely with Purchase Ledger and requisitioners to ensure procurement processes running smoothly. Responsible for implementing procedures to enhance understanding, visibility and control of procurement spend across NCHA. Champion the Procurement team through continually improving processes and outcomes for staff and customers. Use IT systems to effectively manage procurement processes and contract management arrangements.
