Job Title: Project Manager – Mechanical & Electrical (M&E)

Location: London Borough of Tower Hamlets
Directorate: Place – Facilities Management
Reports to: Senior Planned Maintenance Surveyor

🔧 Job Purpose

To lead the mechanical and electrical (M&E) delivery, commissioning, and handover of the Council’s Civic Centre project, ensuring a smooth transition into full operational use.

You will provide technical expertise, project oversight, and compliance assurance, ensuring systems are delivered on time, within budget, and meet all statutory and performance requirements.

⚙️ Key Responsibilities

  • Lead M&E commissioning, testing, and handover activities, representing Facilities Management
  • Ensure all systems (HVAC, ventilation, water, controls, etc.) are fully operational and compliant
  • Develop and implement planned preventative maintenance (PPM) strategies
  • Provide technical advice and guidance to project teams and stakeholders
  • Review drawings, specifications, and contractor outputs
  • Manage budgets, timelines, and contractor performance
  • Conduct site inspections and oversee works in progress
  • Support procurement and manage contracts and documentation
  • Ensure compliance with building regulations, health & safety, and statutory requirements
  • Monitor building performance and support BREEAM sustainability targets
  • Identify and coordinate any additional works required pre-occupancy

🤝 Stakeholder & Team Working

  • Work closely with contractors, consultants, and internal teams
  • Chair and attend project meetings, providing clear direction
  • Support the transition from construction to Facilities Management operations
  • Provide technical training to FM staff where required

🎓 Key Requirements

  • Degree in Mechanical Engineering (or related field)
  • Significant experience in M&E project delivery within large commercial/public buildings
  • Strong knowledge of:
    • HVAC, ventilation, and building systems
    • Commissioning and handover processes
    • Building Regulations and Health & Safety
  • Experience managing contractors, budgets, and programmes
  • Ability to read and interpret technical drawings and specifications

Desirable:

  • Experience in a local authority / public sector environment
  • Knowledge of BREEAM and sustainable building systems
