Job Purpose

The Quantity Surveyor will support the delivery of GMCA’s strategic property transformation programme, including the new build, refurbishment, and decarbonisation of fire stations for Greater Manchester Fire and Rescue Service. The role ensures effective cost control, financial management, and value for money across major construction projects.

You will provide expert commercial and cost management advice throughout the project lifecycle, supporting project managers and senior stakeholders to deliver projects on time, within budget, and to required quality standards.

Key Responsibilities

  • Provide cost planning, budgeting, and commercial advice across all project stages (RIBA framework).
  • Manage project costs including valuations, variations, interim payments, and final accounts.
  • Review and challenge external cost reports and contractor submissions.
  • Support procurement processes and preparation of contract documentation (NEC/JCT).
  • Conduct site visits to monitor progress and verify valuations and works completed.
  • Identify and manage financial and commercial risks across projects.
  • Produce monthly cost reports and support drawdown requests and financial forecasting.
  • Work closely with project managers, contractors, consultants, and internal stakeholders.
  • Support contract administration, including claims, change control, and compliance.
  • Contribute to continuous improvement in cost management and value for money.

Key Requirements

  • Degree-qualified Quantity Surveyor with post-qualification experience.
  • Experience in construction cost management within public sector, local authority, or commercial property environments.
  • Strong knowledge of NEC and/or JCT contracts.
  • Experience managing capital projects such as new build or refurbishment schemes.
  • Strong analytical, commercial, and communication skills.
  • Ability to manage multiple stakeholders and work independently.
