About the Role

The Greater Manchester Fire and Rescue Service (GMFRS) is delivering a £51m+ Estates Improvement Programme (2021–2037) to modernise fire stations, upgrade facilities, and support net-zero ambitions. We are seeking a Quantity Surveyor (Capital Works) to join our team and lead the commercial, cost, and contractual management of multi-site capital projects.

Key Responsibilities

  • Lead commercial management across RIBA stages 0–7, ensuring cost control and value for money.
  • Prepare and manage cost plans, valuations, payment notices, and final accounts.
  • Administer contracts and procurement, primarily using JCT and NEC frameworks.
  • Monitor site progress, assessing contractor performance against budgets and programmes.
  • Identify and manage cost risks and variations.
  • Collaborate with internal GMFRS teams, external consultants, and partners to deliver high-quality projects.

Required Skills and Experience

  • Chartered or near-chartered Quantity Surveyor (MRICS or equivalent) with 3–5 years post-qualification experience.
  • Proven experience in multi-site capital works; public sector experience preferred.
  • Strong understanding of RIBA Plan of Work, procurement routes, and construction delivery.
  • Proficient in JCT and NEC contracts.
  • Excellent stakeholder communication and collaboration skills.
  • Experience with sustainable construction, refurbishments, and new builds is highly desirable.
