About the Role
Coventry City Council is looking for an experienced Revenue Officer to join its Revenues & Benefits service.
The successful candidate will be responsible for managing Council revenue accounts, ensuring the accurate assessment and efficient recovery of outstanding revenues, while providing a high standard of customer service.
You will use your knowledge of revenues legislation, Local Authority procedures and recovery processes to manage cases effectively, investigate disputes and appeals, and identify vulnerable residents or hardship cases where appropriate.
Key Responsibilities
- Provide front-line customer service, dealing with both general and complex revenue enquiries.
- Manage correspondence and follow-up actions, using discretion within established guidelines.
- Maintain and monitor accurate liability and account information.
- Manage the recovery and collection of outstanding debts.
- Work with collection/enforcement agents where required.
- Identify vulnerable customers and ensure appropriate action is taken to prevent undue recovery.
- Provide advice around money management and welfare benefits where appropriate.
- Identify hardship cases and refer them to management where necessary.
- Recommend account write-offs where justified and in line with Council policy.
- Manage summons and recovery actions in accordance with relevant procedures.
- Investigate disputes and appeals relating to liability and recovery.
- Work with internal departments and external agencies to exchange information and support effective service delivery.
- Produce statistical, financial and workload reports for management when required.
- Keep up to date with relevant legislation, policies, procedures and statutory requirements.
- Contribute to improving office procedures, systems and service efficiency.
- Support system maintenance, staff training and customer service activities as required.
About You
The ideal candidate will have:
- Experience working within a Local Authority revenues environment.
- Knowledge of relevant revenues legislation, Council procedures and statutory requirements.
- Experience of working to tight deadlines within a busy revenues service.
- Experience of debt recovery and collection processes.
- The ability to investigate and resolve liability disputes and appeals.
- Excellent written and verbal communication skills.
- Strong problem-solving, negotiation and investigative skills.
- Good IT skills, including Microsoft Word and Excel.
- Experience using electronic document management and workflow systems.
- Excellent organisation skills and the ability to prioritise a busy workload.
- An understanding of vulnerability, financial hardship and appropriate recovery action.
- The ability to work effectively as part of a team in a high-pressure environment.

Key Experience
Local Authority Revenues experience is essential, ideally covering areas such as Council Tax, revenue collection, recovery, liability, summonses, enforcement or NNDR.
This role would suit candidates who have previously worked as a Revenues Officer, Council Tax Officer, Revenues & Benefits Officer, Council Tax Recovery Officer or Revenues Recovery Officer.
