Key Duties and Responsibilities

  • Ensure residents of Cardiff comply with waste service provisions.

  • Encourage correct waste presentation and increase recycling through education and enforcement.

  • Investigate incorrect waste presentation and storage according to County Council policy:

    • Actively investigate waste storage issues, incorrect presentation, and waste deposits on public highways.

  • Conduct Local Environmental Quality (LEQ) patrols to address:

    • Dog control order breaches.

    • Abandoned shopping trolleys.

    • Littering offences.

  • Make enforcement decisions based on evidence:

    • Issue formal notices and fixed penalty notices (FPNs).

    • Compile prosecution cases.

    • Present evidence in court when necessary.


Job-Specific Principal Duties

a) Enforcement of Environmental Legislation

  • Enforce laws related to:

    • Incorrect waste presentation/storage.

    • Littering, dog control orders, Abandoned Shopping Trolleys (AST), and other offences.

  • Issue formal notices, FPNs, and pursue legal action when appropriate.

b) Investigation and Reporting

  • Investigate environmental complaints and incidents.

  • Collect and document evidence accurately using the document management system.

  • Prepare reports to support enforcement action.

c) Community Engagement

  • Raise awareness about environmental issues.

  • Promote good practices through:

    • Educational campaigns.

    • Organizing and participating in community clean-up events.

d) Collaboration with Other Agencies

  • Work with:

    • Local authorities.

    • Police.

    • Environmental agencies to address environmental concerns and maintain compliance.

e) Monitoring and Inspection

  • Regularly inspect public areas.

  • Identify and address environmental concerns to maintain cleanliness and safety.

f) Administrative Duties

  • Maintain accurate records and manage correspondence.

  • Prepare reports related to enforcement activities.


Work Demands

  • Daily interruptions are typical, though tasks rarely require switching.

  • Regular interaction with:

    • Customers.

    • Community groups.

    • Landowners.

    • Businesses.

    • Other departments and external organisations.

  • Handle complex and contentious issues, including:

    • Explaining fly-tipping responsibilities on private land.

    • Conducting interviews under caution.


Physical Demands / Working Conditions

  • Regular physical activity: bending, lifting, and walking during patrols.

  • Work includes both indoor (office-based) and outdoor environments.

  • Exposure to disagreeable conditions such as:

    • Hazardous waste.

    • Adverse weather.


Work Context

  • Monitor highways, domestic, and commercial dwellings for:

    • Compliance with council waste storage, presentation, and legal requirements.

  • Educate and engage public and businesses:

    • Promote proper use of waste and recycling services.

    • Conduct outreach using media and distribute educational materials.

  • Investigate:

    • Improper waste storage.

    • Abandoned trolleys.

    • Littering.

    • Dog control order violations.

  • Issue FPNs for Local Environmental Quality ZERO tolerance offences:

    • Waste violations.

    • Littering.

    • PSPO dog control orders.

    • Community Protection Notices.

    • Waste Transfer Notes.

    • Abandoned shopping trolleys.

  • Assess and investigate all service-related complaints/requests.

  • Manage confrontations and difficult situations tactfully during enforcement.

  • Complete administrative tasks:

    • Maintain records.

    • Upload and store evidence.

    • Ensure compliance with legal standards.

  • Provide ongoing education and support on waste disposal and storage:

    • Promote recycling methods like food caddies.

    • Tailor communication to individual needs.

  • Communicate effectively (in person, phone, writing) to explain:

    • Waste presentation/storage responsibilities.

    • Decide whether to educate or enforce based on context.

  • Apply enforcement process accurately:

    • Use education where appropriate.

    • Transition to enforcement when necessary.

  • Gather evidence methodically:

    • Use mobile documentation tools.

    • Create audit trails for investigation and prosecution.
