Job Purpose:
To act as the lead officer responsible for developing and embedding the Council’s Corporate Landlord approach, providing greater centralisation and co-ordination across all activities relating to the Council’s general fund assets. Taking the lead on developing and implementing the Corporate Property Strategy, leading major corporate property projects and providing professional and strategic advice to all Council departments, as well as overseeing and directing the asset and estate management functions, including acting as the informed client and overseeing the external valuers tasked with producing the valuations for accounting purposes.

As Head of the Property Service, the role will also involve the management of the Property Team, setting the direction of the Service, instigating the required process and procedures to comply with both corporate and statutory reporting, managing the budget and completing the monthly financial reporting.   A key part of the role will be building relationships with the other services, external partners, third party organisations, members and other property stakeholders.

Corporate accountabilities:

  1. To work with colleagues to set and achieve service plan objectives and targets
  2. To comply with data protection legislation and the council’s Information Security Policy, including supporting policies
  3. To be willing and able to work in a flexible and agile way with regard both to hours of work and location of work, including remote and home working, as required, subject to service needs and requirements
  4. To participate in performance development, talent reviews and one-to-ones and to contribute to the identification of your own and team development needs and goals
  5. To actively promote and comply with the council’s diversity and equality policies
  6. To ensure full compliance with the Health and Safety at Work Act 1974 etc., the council’s Health and Safety Policy and all locally agreed safe methods of work
  7. To fully understand and be aware of the commitment to Section 17 ‘Duty of the Crime and Disorder Act 1998 to prevent crime and disorder’
  8. At the discretion of the senior management, to undertake other activities as, from time to time, may be agreed consistent with the grade and nature of the role
  9. To undertake and maintain relevant mandatory training in line with legislation

Key service accountabilities:

  • To lead the Corporate Property function and manage the property team, setting the direction and instigating required processes and procedures.
  • To lead Corporate Property Projects and to provide professional support and advice to all Major Council Projects from a property perspective.
  • To devise and implement a property policy framework to shape decision making and direct the asset management strategy and approach to the Council’s assets, including identifying and managing a planned preventative maintenance programme.
  • To undertake monitoring of asset performance and report appropriately against relevant KPIS,  performance indicators and corporate targets.
  • Provide Corporate Property input into broader Council initiatives/workstreams including considering the future needs of the council from a property perspective and what model by adopted for the future occupational estate.
  • Where required to identify, appoint and supervise external service providers providing additional property expertise and/or resource
  • To sit on and report into Strategic Property Board and Accommodation Board and provide reports briefing and strategic property advice to Cabinet, portfolio holders, members and other Council Stakeholders as required.
  • To project manage staff or external consultants engaged in projects and to ensure successful delivery of each programme of works, ensuring high quality outcomes through collaborative working with third parties.
  • To work closely across directorates ensuring that all Directorate’s fundamental property needs and strategies are met and implemented.
  • To promote, facilitate and assist in the development and implementation of a customer orientated philosophy towards the provision of the Council’s services, ensuring compliance with all relevant Council policies, statutes and regulations.
