Job purpose:
- To coordinate and manage the Parking Enforcement Team & School Crossing Patrols in compliance with the Council’s network management duty to reduce congestion and disruption on its highway network.
- Manage the services to ensure they are delivered efficiently in accordance with Health & Safety obligations
- To provide the parking service & school crossing patrols in accordance with statutory legislation and the Council’s policies through effective and efficient management of resources.
- Increase compliance with parking restrictions and minimise illegal parking acts through the issue of Penalty Charge Notices (PCNs).
- To establish and maintain excellent communication systems and relationships with internal and external stakeholders to develop the service and enhance the Council’s image
- Manage and monitor the service delivering quality and accurate inputs and outputs through clearly defined processes and procedures.
- To manage defined contracts ensuring the Council receives a high level of service and the contracts are efficiently delivered and managed.
- This role requires the employee to have a clean licence to drive vehicles necessary to undertake duties consistent with the function of the service
Job Context:
- The post holder reports to: Parking Manager
- The post holder has supervisory and line management responsibility for; Senior Civil Enforcement Officer (x2) and School Crossing Patrol (x26) and indirect responsibility for Civil Enforcement Officers (x30)
- The post holder will be required to work outside ‘normal’ office hours as required up to 36 hours per week and to hold a full driving licence and have access to a vehicle with appropriate insurance cover
- The post holder has a responsibility to ensure efficient and effective financial and human resource deployment and supervision in accordance with agreed service outcomes
Experience
- Experience of operational management within a parking environment managing civil parking enforcement and school crossing patrols.
- In depth knowledge of parking legislation and relevant codes of practice
- Well-developed people-management skills, including the ability to deal effectively with staff sickness and disciplinary issues
- Experience of budget management, responsibility for expenditure including uniforms, consumables, enforcement equipment.
- Preparation of enforcement and deployment plans and delivery of performance management to ensure that PCNs issued are upheld and cancellations minimised
- Experience of communicating effectively with members of the public in difficult and challenging situations with the ability to communicate effectively with irate customers who are challenging the issue of PCNs
- Ability to manage and monitor school crossing patrols in the borough in accordance with Health & Safety requirements
Qualifications
- City & Guilds (or equivalent) Assured Team Leaders & Supervisors
- You must either have these qualifications or be prepared to work towards them within the first 6 months of appointment.
Working conditions/circumstances
- Willing and able to work outside of core hours
- Ability to work individually or as part of a team
- Current clean driving licence
