  • £33.09 an hour

Job purpose:

  • To coordinate and manage the Parking Enforcement Team & School Crossing Patrols in compliance with the Council’s network management duty to reduce congestion and disruption on its highway network.
  • Manage the services to ensure they are delivered efficiently in accordance with Health & Safety obligations
  •  To provide the parking service & school crossing patrols in accordance with statutory legislation and the Council’s policies through effective and efficient management of resources.
  • Increase compliance with parking restrictions and minimise illegal parking acts through the issue of Penalty Charge Notices (PCNs).
  • To establish and maintain excellent communication systems and relationships with internal and external stakeholders to develop the service and enhance the Council’s image
  • Manage and monitor the service delivering quality and accurate inputs and outputs through clearly defined processes and procedures.
  • To manage defined contracts ensuring the Council receives a high level of service and the contracts are efficiently delivered and managed.
  • This role requires the employee to have a clean licence to drive vehicles necessary to undertake duties consistent with the function of the service

Job Context:

  1. The post holder reports to: Parking Manager
  2. The post holder has supervisory and line management responsibility for; Senior Civil Enforcement Officer (x2) and School Crossing Patrol (x26) and indirect responsibility for Civil Enforcement Officers (x30)
  3. The post holder will be required to work outside ‘normal’ office hours as required up to 36 hours per week and to hold a full driving licence and have access to a vehicle with appropriate insurance cover
  4. The post holder has a responsibility to ensure efficient and effective financial and human resource deployment and supervision in accordance with agreed service outcomes

Experience

  1. Experience of operational management within a parking environment managing civil parking enforcement and school crossing patrols.
  2. In depth knowledge of parking legislation and relevant codes of practice
  3. Well-developed people-management skills, including the ability to deal effectively with staff sickness and disciplinary issues
  4. Experience of budget management, responsibility for expenditure including uniforms, consumables, enforcement equipment.
  5. Preparation of enforcement and deployment plans and delivery of performance management to ensure that PCNs issued are upheld and cancellations minimised
  6. Experience of communicating effectively with members of the public in difficult and challenging situations with the ability to communicate effectively with irate customers who are challenging the issue of PCNs
  7. Ability to manage and monitor school crossing patrols in the borough in accordance with Health & Safety requirements

Qualifications

  1. City & Guilds (or equivalent) Assured Team Leaders & Supervisors
  2. You must either have these qualifications or be prepared to work towards them within the first 6 months of appointment.

Working conditions/circumstances

  1. Willing and able to work outside of core hours
  2. Ability to work individually or as part of a team
  3. Current clean driving licence
