| JOB SUMMARY: | To provide a high quality and cost effective building surveying service in accordance with the needs of the various client groups and the residents of the London Borough of Tower Hamlets, Strategic & Team Plans and the Council’s Standing Orders and Financial Regulations. To organise and manage allocated Building Surveyors ensuring that properties are effectively and efficiently maintained, repaired, adapted or replaced, in accordance with client requirements, statutory compliance, service specification. To ensure that Building Fabric aspects of projects are managed to be compliant and delivered within the agreed financial and time parameters.
To contribute to the development of and comply with, the team’s operational procedures and strategies commit and engage in the Council’s Learning & Development initiatives and develop partnerships with the Council’s appointed contractors to actively contribute to the primary focus of continual improvement, raised expectations and improving performance. Contribute to the development of the council’s planned maintenance programme including updating and refining stock condition information, maintaining correct and accurate records on Technology Forge and making recommendations for the implementation of current and future programmes. Provide expert advice on building related matters and to act as an ‘expert witness’ in cases of litigation. |
| ROLE
REQUIREMENTS: |

| 1. | Responsible person for the necessary Building Fabric expertise to enable the delivery of the full range of Projects and works including Statutory compliance either directly or by the building Surveyor the post holder manages in conjunction with the other engineers for the Technical services Team’s in accordance with performance targets as set out by Best Value Performance Indicators, Corporate and Directorate
Plans, in conjunction with the Council’s appointed contractors |
| 2. | To be responsible for developing innovative solutions to meet client service needs, taking into account of design and client budget and site constraints to deliver projects. To work creatively with clients in preparing feasibility studies to devise appropriate methods of implementing projects to ensure safety of building users and that disruption to client services is minimised. |
| 3. | Undertake the full range of Building Surveying duties relating to reactive and cyclical maintenance and small new building and/or refurbishment projects, and other revenue and capital funded projects and work programmes |
| 4. | Provide timely and accurate monitoring information, including financial information and progress reports on all schemes within area of responsibility, as required by management and client officers. Take corrective and positive action where necessary to ensure that project programme, quality and budgets are met |
| 5. | Recommend to clients schemes for inclusion in the programmes of implementation of responsive maintenance programmes in accordance with agreed timescales. |
| 6. | Monitor performance of contractors, including term contractors providing day to day maintenance works. Where performance fails to meet targets, meet contractors to agree improvements and report to as necessary |
| 7. | To manage the allocated Asbestos compliance program across the allocated buildings including management of contracts for asbestos management surveys as well as any asbestos removal works as instructed by the Senior Building Surveyor |
| 8. | To complete site visits as required to include for the transporting of required access equipment or specialist |
| expensive test equipment/ surveying equipment e.g. Ladders, CCTV camera systems for internal intrusive surveys/ diagnostic surveys and recommend remedial action necessary of building faults and prepare full technical reports. Prepare full design drawings and specifications. Remove equipment from site and return to team store or hire company as required. | |
| 9. | Prepare reports to enable all necessary approvals to be obtained to enable scheme progression within Financial Regulations and Council Standing Orders. |
| 10. | Prepare schedules and contract conditions for Measured Term and other forms of Contract. Procure, appoint, brief, monitor and process fees for external consultants appointed from time to time for specific projects. |
| 11. | To establish the validity of contractual claims and disputes and undertake negotiation and settlement as appropriate. |
| 12. | To ensure emergencies are attended to as required in working hours and responded to as required outside of normal working hours. |
| 13. | To fully take charge of own projects and caseload of work to prepare correspondence, keep full and accurate records and deal with enquiries from external bodies and other Council departments. |
| 14. | To research, develop and promote life cycle costing of materials and processes, ensuring the long term sustainability of investment. Ensure updating of TF Cloud system following renewals or major refurbishment of building elements. |
| 15. | Ensure proper assessment of the needs of children and vulnerable adults for specialist building related and play equipment, including requirements for audio, video and mobility equipment. |
| 16. | Ensure client departments are aware of the environmental impact and sustainability of proposed and actual works, processes and product selection. |
| 17. | Ensure that all duties are carried out in accordance with the Council’s Financial Regulations and procurement

| 32. | To act as a point of contact and communication for matters relating to the Building surveyors activities including contact with other teams, sections, groups, Members, Schools, Local Authorities, Central Government and other relevant bodies and preparation of recommendations of any changes in policy and strategy that may result, to manage the implementation of the recommendations and overseeing all relevant changes. | |
