About the Role:
We are seeking an experienced and dynamic Asset Manager to lead on the operational asset management of the Council’s portfolio of land and buildings. This is an exciting opportunity to drive value-added initiatives, enhance strategic goals, and deliver outstanding results in managing key assets. You will play a key role in sourcing, managing, and developing the Council’s assets to maximize revenue and capital receipts while ensuring compliance with statutory duties and regulations.
Key Responsibilities:

Lead operational asset management for council land and buildings, sourcing and driving asset management initiatives to enhance value.

Manage landlord-tenant matters, lead negotiations, and support with property valuations and appraisals for acquisitions, disposals, or investments.

Take responsibility for the preparation and implementation of the Council’s asset management strategy and plan.

Conduct surveys, valuations, and prepare reports for asset valuations, disposals, and acquisitions, where applicable for submission to Cabinet members and committees.

Negotiate Heads of Terms for new leases, lease renewals, and rent reviews with external professionals.

Monitor and optimize the return on investment for council assets by ensuring compliance, effective maintenance, and strategic disposal.

Provide specialist consultancy advice to service departments and deliver general valuation advice for a mixed commercial portfolio.

Manage the corporate Asset Management System, ensuring accurate data and reporting on property information.

Lead acquisition and disposal processes for land and property interests, ensuring full due diligence is undertaken.

Provide expert property advice to the Strategic Head of Property and Commercial Services, Chief Officers, and Members.
About You:

Proven experience in asset management, property management, or a similar role within a public sector environment.

Strong knowledge of asset management strategy, valuations, and property transactions.

Excellent negotiation and communication skills, with the ability to manage landlord-tenant matters and work with external professionals.

Demonstrated ability to monitor and manage assets to ensure the best return on investment.

Ability to prepare and present reports, appraisals, and other strategic documents for senior leaders.

Proficient in managing property data and systems, ensuring accuracy and up-to-date information.

Strong analytical skills with the ability to offer consultancy advice and strategic input.
