About the Role
We are seeking a proactive and detail-focused Street Works & Highway Inspection Officer to support the safe, efficient, and compliant delivery of street and road works across West Northamptonshire.
You will play a key role in protecting the integrity of the highway network by ensuring all utility and contractor works are carried out in line with the New Roads and Street Works Act (NRSWA), permit scheme requirements, and relevant health and safety legislation.
Working across a busy and varied network, you will inspect works, identify defects, and work closely with utility companies, contractors, residents, and internal teams to ensure high standards are maintained and disruption to the public is minimised.
Key Responsibilities
- Carry out Category A, B & C street works inspections in line with legislation and codes of practice
- Monitor utility and contractor works to ensure compliance with NRSWA and the Council’s permit scheme
- Identify, record, and manage highway defects and reinstatement issues
- Ensure compliance with health and safety legislation, including Chapter 8 requirements, and take action on unsafe sites where necessary
- Liaise with utility companies, contractors, councillors, residents, and internal teams to resolve issues and provide updates
- Support the coordination and management of street works activities across the network
- Use digital systems to accurately record inspections, report findings, and manage data
About You
We are looking for someone who is confident, organised, and able to work in a fast-paced operational environment. You will be comfortable working independently in the field as well as engaging with a wide range of stakeholders.
Essential skills and experience:
- Strong communication and negotiation skills
- Ability to manage workload and prioritise competing demands
- Experience working with customers, contractors, or external partners
- Good understanding of compliance, inspection, or regulatory environments
- Competent IT skills (including Microsoft Office and mobile systems)
- Ability to interpret technical information and apply legislation
- Full valid UK driving licence
Desirable:
- Knowledge of NRSWA, TMA, or Highways Act
- Experience in highways, utilities, inspections, or enforcement roles
- NRSWA accreditation (Supervisor level preferred)
- CSCS card or equivalent
