Job Title: Traffic Regulation Order (TRO) Engineer
Overview: To provide dedicated engineering support for the delivery of Traffic Regulation Orders associated with the Council’s Local Network Improvement Programme (LNIP) and externally funded capital transport projects.
The successful candidate will be expected to manage a programme of TROs to ensure statutory processes are completed efficiently and schemes can be delivered in accordance with funding and programme deadlines.
Job Purpose: The Traffic Regulation Order (TRO) Engineer will support the delivery of Coventry City Council’s Local Network Improvement Programme (LNIP) and externally funded capital schemes by managing the preparation, consultation, processing and implementation of Traffic Regulation Orders (TROs).
Working within the Traffic Management team, the role will support the delivery of statutory traffic orders associated with parking, speed limit and movement restriction schemes, ensuring compliance with relevant legislation and supporting the timely delivery of capital investment programmes.
Key Responsibilities
- Manage the end-to-end delivery of Traffic Regulation Orders (TROs) to support Local Network Improvement Programme (LNIP) and externally funded capital schemes, including speed limits, parking controls, waiting and loading restrictions, one-way systems, prohibited turns, weight restrictions and other movement restrictions.
- Prepare TRO schedules, notices, statements of reasons and supporting documentation in accordance with the Road Traffic Regulation Act 1984 and associated legislation.
- Coordinate statutory consultation, public engagement and formal advertisement processes, responding to objections and representations and preparing recommendations for decision makers.
- Liaise with Legal Services to progress Orders through sealing and implementation, ensuring all statutory procedures and programme milestones are achieved.
- Work closely with project managers, highway engineers and scheme designers to ensure TRO requirements are identified early and integrated into project delivery programmes.
- Provide technical advice on the suitability and legal requirements of proposed traffic management measures, ensuring schemes comply with current legislation, national guidance and Council policies.
- Prepare reports, briefing notes and decision reports for senior officers and elected members relating to TRO proposals and outcomes.
- Engage effectively with elected members, emergency services, public transport operators, statutory consultees, developers, businesses and members of the public throughout the TRO process.
- Respond professionally to enquiries, objections and complaints relating to proposed and existing traffic regulations.
- Support the implementation of completed Orders by coordinating with delivery teams and ensuring all associated legal documentation is complete prior to scheme installation.
- Maintain accurate records and monitoring information for all live TROs, providing progress updates and programme reporting as required.
- Contribute to continuous improvement of TRO processes and procedures to support efficient delivery of the Council’s capital programme.
- Undertake any other duties appropriate to the role and grade to support the successful delivery of the Council’s transport and highway programmes.
Person Specification
Essential Experience
- Experience of preparing and delivering Traffic Regulation Orders within a local authority or similar highway environment.
- Sound knowledge of traffic management legislation, particularly the Road Traffic Regulation Act 1984 and associated regulations.
- Experience of managing statutory consultation and public consultation processes.
- Experience of preparing technical reports and presenting recommendations to senior officers or elected members.
- Experience of working with multidisciplinary project teams to deliver highway or transport schemes.
- Experience of managing competing priorities and delivering work to programme deadlines.
Essential Knowledge
- Traffic Regulation Order procedures and statutory processes.
- Highway traffic management principles.
- Relevant traffic management and highway legislation.
- Microsoft Office applications and document management systems.
