Work Pattern: 37 hours a week, 9 am till 5:30 pm
PAYE Pay Rate: £19.81 per hour
Main Purpose of the Role
To take the lead in delivering service improvements, enhancing professional standards, consistency, and customer outcomes across Regulation and Safety while aligning with the Council’s Corporate Strategy, statutory duties, and key performance standards. The role provides general policy advice to the council, gives day-to-day operational direction to first-line managers, team leaders, and supervisors, and manages the council’s main licensing and off-street parking functions.
Typical Day Overview

Operational Leadership & Direction: Providing day-to-day operational direction, planning, and coordination of work across the Licensing, Parking, and Regulation and Safety teams (including inspection programmed and enforcement campaigns).

Management & Administration: Monitoring budgets and expenditure, scrutinizing contractor estimates and invoices, and managing licensing and parking systems or contracts.

Problem Solving & Investigations: Investigating complex complaints, service requests, and licensing/parking matters, as well as undertaking various inspections and surveys.

Stakeholder Engagement & Advisory: Advising Councillors and other teams on parking and licensing issues, attending council or public meetings, and collaborating with external agencies and partner organizations.

Hybrid Working & Environment: Operating in a hybrid work environment (office and home-based per agile working policies), alongside occasional out-of-office visits, inspections, or evening/weekend meetings.
Key Responsibilities

Licensing Management: Manage the council’s main licensing functions, including alcohol, gambling, taxis, animal welfare, and scrap metal, and represent the licensing authority in court cases and appeal preparations.

Parking Management: Oversee the council’s commercial off-street car parks (covering income, maintenance, setting fees/charges, management of the off-street parking order, enforcement, appeals, and car parking strategy).

Supervision & Staff Development: Manage and supervise the Licensing and Parking Team, participate in recruitment, monitor performance, and facilitate training via Personal Development Plans.

Financial & Contractual Oversight: Monitor commitment and expenditure against budgets, ensure compliance with specifications/tenders, develop cost accounting systems, and handle contract tendering.

Data Quality & Governance: Ensure data is handled securely, protecting personal data in compliance with the Data Protection Act and the Council’s Data Quality Strategy.

Corporate Compliance: Act in accordance with the Council’s Standing Orders, Employment Policies, Constitution, Code of Conduct, Health and Safety legislation, and other corporate frameworks
Essential Qualifications

General education to ‘A’ level standard or equivalent.

A qualification in Licensing or enforcement, OR the completion of a 5-day licensing course within 6 months of starting.

A full current driving license valid in the UK.
