Job Title: Senior Estates Surveyor
Service: Property Services
Reports To: Head of Estates
Role Purpose
To lead on estates management matters across the Council’s commercial and operational property portfolio, including acquisitions, disposals, lease negotiations and rent reviews.
To maximise income, optimise asset performance and safeguard the Council’s long-term property interests while ensuring compliance with statutory requirements and corporate governance.
To support the Head of Estates and deputise as required.
Key Responsibilities
- Estates & Asset Management
- Manage a portfolio of commercial and strategic property assets.
- Lead negotiations for leases, renewals, rent reviews, licences and disposals.
- Undertake valuations for acquisition, disposal and asset management purposes.
- Provide landlord and tenant advice, including dilapidations and lease events.
- Identify surplus assets and support disposal strategies.
- Ensure full occupation and income maximisation across the portfolio.
- Acquisitions & Disposals
- Lead on the acquisition and disposal of land and property.
- Negotiate terms to secure best consideration and value for money.
- Instruct and manage external legal advisers and consultants.
- Support delivery of capital receipt and savings targets.
- Professional & Strategic Advice
- Provide professional property advice to senior officers and Members.
- Prepare reports for Cabinet, Committees and corporate boards.
- Contribute to Asset Management and Development strategies.
- Represent the Council in tribunals, arbitrations and legal proceedings where required.
- Compliance & Governance
- Ensure compliance with statutory requirements, RICS standards and Council procedures.
- Maintain accurate property records and contribute to annual asset valuations.
- Monitor financial performance and manage risk across the portfolio.
- Stakeholder & Service Delivery
- Liaise with tenants, residents, Members, consultants and contractors.
- Promote high standards of customer care and professional practice.
- Support service improvement initiatives and performance targets.
Person Specification (Summary)
Essential:
- Degree in Estate Management or related discipline
- MRICS qualified
- Significant estates management experience
- Strong knowledge of landlord and tenant law
- Proven negotiation and valuation skills
- Experience working within a governance framework
Desirable:
- Experience in local government
- Knowledge of public sector asset strategy and disposals
