Role Overview
We are seeking a highly skilled and experienced Senior Highways Development Control Engineer to join our Development Control team. You will support the Highways Development Control Manager in ensuring all new developments in the borough meet highways and transport standards. You will act as a statutory consultee on planning applications with a transport impact, authorising and monitoring highway works, and providing expert advice on transport assessments, travel plans, and legal agreements.
This is a hybrid role based at Colindale Offices.
Key Responsibilities
- Development Control & Planning:
- Review and provide advice on planning applications with a transport or highways impact.
- Assess Transport Assessments, Travel Plans, and other supporting documents.
- Act as a statutory consultee for planning authorities and developers.
- Provide pre-application advice to developers and planning teams.
- Highways Design & Monitoring:
- Authorise and monitor highway works, including construction management plans.
- Oversee junction design, traffic modelling, and highway infrastructure improvements.
- Ensure highway works comply with national standards (DMRB, CDM Regulations, NEC/ECC contracts).
- Legal & Financial:
- Support negotiation and implementation of Section 278/38 agreements and Section 106 contributions.
- Advise on highway adoption processes and compliance.
- Stakeholder & Project Management:
- Liaise with developers, consultants, planning officers, and other stakeholders.
- Deputise for the Highways Development Control Manager when required.
- Contribute to team objectives, service growth, and securing sustainable third-party income.
- Policy & Service Support:
- Support the development and implementation of highways development control policies.
- Ensure effective customer service and maintain strong relationships with internal and external stakeholders.
Person Specification / Key Skills
- Chartered engineer with CMILT/MCIHT or equivalent professional qualifications.
- Extensive experience in traffic and transport planning, highways design, and development control.
- Experience with Section 278/38 agreements, Section 106 agreements, and planning applications.
- Strong understanding of UK transport policy, DMRB standards, CDM regulations, and local transport legislation.
- Proficiency in traffic modelling software: ARCADY, PICADY, OSCADY, LINSIG, TRANSYT, AutoCAD, GIS, and MS Office.
- Excellent stakeholder management, communication, and project management skills.
- Ability to work both independently and as part of a team, managing multiple priorities effectively.
Qualifications
- BEng/MSc in Civil Engineering, Transport Planning, or related discipline.
- Chartered status (CMILT/MCIHT or equivalent) required.
- Valid UK driving license.
Work Arrangement
- Hybrid working: combination of office and remote.
- Some site visits required.
Desirable / Advantageous
- Experience in local authority planning and development control processes.
- Knowledge of sustainable transport, travel plans, and climate-conscious infrastructure planning.
- Experience in generating third-party income through developer services.
