About the Role

We are seeking an experienced Senior Internal Communications Officer to lead and deliver the Council’s internal communications and staff engagement strategy. This is an exciting opportunity to play a key role in ensuring employees receive clear, timely and engaging communications that support organisational priorities, major transformation programmes and cultural change.

Working closely with senior leaders, Directors, Members and services across the Council, you will develop and deliver high-quality internal communications that keep staff informed, engaged and connected to the Council’s vision and objectives.

Key Responsibilities

  • Develop and deliver the Council’s internal communications strategy aligned to corporate priorities.
  • Lead internal communications campaigns supporting organisational change, transformation programmes and business priorities.
  • Produce engaging content including leadership messages, newsletters, intranet articles, staff updates, FAQs and communication toolkits.
  • Manage and continuously improve internal communication channels including the intranet, staff newsletters and digital screens.
  • Provide expert communications advice to senior leaders on staff messaging, change communications and sensitive organisational issues.
  • Coordinate staff engagement activities including surveys, Q&A sessions, feedback mechanisms and engagement events.
  • Monitor and evaluate communication performance using analytics and staff feedback to improve future campaigns.
  • Ensure all communications are accurate, accessible, timely and consistent with the Council’s brand, values and tone of voice.
  • Support crisis and emergency internal communications, providing rapid and coordinated messaging when required.
  • Commission and coordinate creative content including photography, video and graphic design where appropriate.
  • Build strong relationships across the organisation to ensure effective communication and collaboration.

About You

The successful candidate will have:

  • Significant experience delivering internal communications within a complex organisation, ideally within Local Government or the wider public sector.
  • Strong experience supporting organisational change and transformation through effective communications.
  • Excellent writing, editing and proofreading skills with the ability to translate complex information into engaging content.
  • Experience working with senior stakeholders, providing trusted communications advice and influencing at all levels.
  • Experience managing internal communication channels such as intranets, newsletters and digital platforms.
  • Strong organisational skills with the ability to manage multiple projects and work to tight deadlines.
  • Experience measuring communications effectiveness using engagement data, analytics and staff feedback.
  • Knowledge of accessibility standards, plain English principles and user-centred content design.
  • High level of IT literacy and experience using digital communications platforms and content management systems.

Desirable

  • Experience working within Local Government, the NHS or another public sector organisation.
  • Experience coordinating staff engagement initiatives and employee feedback programmes.
  • Knowledge of the Local Government Code of Recommended Practice on Local Authority Publicity.
  • Professional communications qualification such as CIPR, CIM or equivalent.
