SENIOR LANDSCAPE ARCHITECT
Primary Purpose of the Job
To support the provision of the landscape regeneration service, and particularly to ensure effective delivery of project programmes
Responsible to Landscape Regeneration Manager
Responsible for Project staff as assigned to the post holder from time to time
Principal Responsibilities Supporting the line manager in the management of the programme of landscape regeneration schemes.
Managing all aspects of complex landscape regeneration projects, including inception, outline designs, costs and contract administration.
Commissioning and supervising external consultants and contractors.
Lead on design reviews/quality assurance for the landscape regeneration service.
Main Duties
Service Management
1.To monitor the implementation of the service plan and project programme(s), and recommend corrective action on variances.
2.To undertake design reviews/quality assurance checks on projects delivered by the team.
3.To optimise partnership working and prepare applications for external funding.
4. To maintain the Select List(s) of landscape contractors/consultants.
5. The design of all types of hard/landscape schemes including the preparation of site surveys, feasibility studies, sketch schemes, cost estimates, production drawings and specifications, reports etc.
6. All aspects of contract administration.
7. Be an active member of the sections management team.
8. Support inter-authority service bench marking and when appropriate attend meetings.
9. Support the Service management Team in the development of the Environmental Service.
10. Ensure safety plans are produced and works are in compliance with CDM.
11. Support and develop EMS and ensure activities are carried out in line with procedures.
12. Support the council’s CRM / CSS process and liaise with customers in relation to service issues.
13. Provide information to assist in the work of the Business Development Team.
14. Ensure all assigned staff undertake their duties in line with their job descriptions and relevant Service Improvement Action Plans.
15. Prepare resource estimates for proposed new/extra services.
16. Help to develop changes/improvements to customer services.
17. Improve and develop customer services/consultation through attendance of self and staff at Area Forums, User Groups, Schools, Community Groups, Other Departments, Elected Members etc.
18. Understand the procedures and manage/authorise claims for payment from employees and service providers within service area.
19. Customer Care – To continually review, develop and improve systems, processes and services in support of the council’s pursuit of excellence in service delivery. To recognise the value of its people as a resource.
20. 22. Responding to Civil Contingencies – Bolton Council has a statutory duty under the Civil Contingencies Act to respond in the event of an emergency. If Bolton Council’s Emergency Management Plan is activated, you could be required to assist, or assist others, in the continued maintenance or delivery of key Council services and of support to the community. This could require working outside of routine working hours and could entail working from places other than your normal place of work.
The Minimum Essential Requirements for the above Post are as Follows:
Skills and Knowledge
1. The ability to analyse and solve problems with effective design solutions which display imagination and innovation. Application Form/Interview
2. A thorough technical knowledge of and experience of designing successful hard and soft landscape schemes. Application Form/Interview
3. The knowledge and ability to produce contract documentation and administer the process necessary to develop a scheme through to practical completion. Application Form/Interview
4. Experience of leading a project team and experience of multi-disciplinary working. Application Form/Interview
5. Significant experience of Keyscape DS2005 (or similar) and a thorough understanding of its application and benefits to a busy consultancy. Application Form/Interview
6. The ability to present clear, logical innovative design solutions by various appropriate means in a manner easily understood by non-technical clients. Application Form/Interview
7. Significant experience of programming work and delivering projects and programmes to agreed time-scales. Application Form/Interview
8. Significant experience of Development Control, Landscape Planning and assessment. Application Form/Interview
9. Consultation skills – ability to convey information, obtain opinions and generate appropriate feedback from customers at all levels. Application Form/Interview
10. Have an adaptable, flexible approach and be willing to lead on a range of initiatives. Application Form/Interview
11. Demonstrate confident and effective oral communication at all levels. Application Form/Interview
12. Be experienced in addressing/making presentations to Committees, Working Groups and other forums. Application Form/Interview

14. Customer Care – Listen and respond to customer need, seek out innovative ways of consulting service users and engaging partners. Network with others to develop services for the benefit of the service users.
Experience/Qualifications/Training etc
1. Be willing to undertake appropriate training and development in order to meet the requirements of the post. Application Form/Interview
2. A degree in Landscape Architecture. Application / Written certification
3. Be a Chartered Member of the Landscape Institute (Part IV) with post Part IV experience, delivering significant landscape schemes. Application / Certificate
