Senior Systems Analyst – Housing Systems (Contract)

Duration: 6 months initially
Location: Remote / Flexible (UK-based)
IR35: Inside IR35
Rate: £366.86 PAYE / £500 Umbrella per day
Working pattern: 37 hours per week (flexible 3–4 days considered)
Role Overview
East Suffolk Council is seeking a Senior Systems Analyst / Technical Lead to join its Digital Team, supporting and enhancing key Housing ICT systems. The successful candidate will play a critical role in the configuration, implementation, integration, and optimisation of core housing platforms.
The council has already undergone significant digital transformation within its Housing function, and this role will strengthen an established technical team by providing deep specialist expertise in housing systems.
This is a hands-on technical role focused on delivering system improvements, supporting implementations, and ensuring housing platforms effectively meet operational needs.
Key Systems
Candidates must have strong hands-on experience with the following systems:
- MRI Orchard Enterprise & Assets
- Civica Keystone
- Total Mobile (Connect / Mobilise)
Key Responsibilities
- Act as a technical lead and subject matter expert for housing systems within the Digital Team
- Receive business requirements from Project Managers and Business Analysts and translate them into technical system solutions
- Lead the configuration, implementation, and enhancement of housing systems
- Support system integrations between housing platforms and related digital services
- Contribute to system migrations, upgrades, and module deployments
- Work across both SaaS and on-premise environments
- Liaise directly with software vendors (MRI, Civica, Total Mobile) to ensure successful delivery
- Ensure system implementations align with housing operational and user requirements
- Support and promote knowledge transfer within the team, upskilling colleagues
- Provide input into best practice implementation strategies and system design decisions
Technical Requirements
Essential:
- Proven experience working with MRI Orchard and Total Mobile systems
- Strong experience in housing systems implementation and configuration
- Experience working within local government housing environments
- Strong understanding of system workflows, modules, and process mapping
- Experience supporting system integrations and data flows
Desirable:
- Experience with Civica Keystone
- Experience with Microsoft SQL Server
- Exposure to Progress OpenEdge databases
- Experience working in both SaaS and on-premise environments
- Experience with system migration and transformation projects
Key Skills & Experience
- Strong background in housing ICT systems or local government IT
- Proven experience as a Systems Analyst, Technical Analyst, or Systems Specialist
- Ability to interpret business requirements and deliver technical solutions
- Strong problem-solving and analytical skills
- Excellent stakeholder engagement and communication skills
- Experience working with software vendors and third parties
- Ability to work independently and as part of a technical team
- Strong focus on delivery, configuration, and system optimisation
