Job Title: Specialist Building Surveyor (Repairs)
Location: Borough-based (4 days on-site, 1 day home working)

Job Purpose

To deliver a professional surveying service focused on diagnosing property defects, managing repairs, and ensuring housing stock meets regulatory, safety, and quality standards. The role involves carrying out inspections, specifying works, overseeing contractors, and supporting residents and internal teams with technical expertise.

Key Responsibilities

  1. Inspections & Surveys
  • Conduct 3–4 property inspections daily, including urgent and emergency visits
  • Diagnose building defects such as damp, mould, structural issues, and complex repairs
  • Carry out damp and mould assessments using appropriate tools (e.g. moisture meters)
  • Ensure inspections and follow-ups meet regulatory and internal timescales
  1. Repairs & Maintenance Management
  • Prepare detailed reports and issue clear repair instructions to contractors
  • Monitor ongoing works, ensuring quality, compliance, and timely delivery
  • Complete final inspections and sign-off of works
  1. Contractor & Stakeholder Coordination
  • Liaise with contractors, residents, and internal departments to coordinate works
  • Resolve on-site issues and ensure effective communication throughout the repair process
  • Manage resident expectations and respond to queries professionally
  1. Technical & Compliance Duties
  • Review structural reports and contractor quotations
  • Produce technical specifications for repairs and refurbishment works
  • Ensure all works comply with building regulations, health & safety standards, and environmental requirements
  • Maintain up-to-date knowledge of relevant legislation, including asbestos safety
  1. Disrepair & Legal Case Support
  • Manage disrepair cases, including inspections and report writing
  • Demonstrate understanding of Scott schedules and legal processes
  • Provide technical input to support legal and housing teams
  1. Project & Asset Support
  • Prepare specifications for minor refurbishment and repair projects
  • Oversee contractors delivering small works and ensure quality outcomes
  • Contribute to maintaining and improving housing stock condition
  1. Technical Advice & Support
  • Provide expert advice to housing teams and partners on day-to-day technical issues
  • Support decision-making on repairs, compliance, and property improvements
  1. Administration & Reporting
  • Maintain accurate records using internal reporting systems and trackers
  • Complete documentation and reports in a timely and professional manner
  • Ensure all activities are recorded in line with organisational standards

Person Specification

Knowledge & Experience

  • Experience in building surveying, ideally within social housing or property maintenance
  • Strong understanding of building defects, repairs, and maintenance processes
  • Knowledge of housing disrepair, damp and mould issues, and relevant legislation
  • Familiarity with asbestos awareness and health & safety requirements

Skills & Abilities

  • Strong diagnostic and problem-solving skills

  • Ability to manage contractors and monitor performance
  • Effective communication and stakeholder management
  • Good organisational skills and ability to manage a varied workload

Qualifications

  • Degree or equivalent in Building Surveying or a related field (desirable)
  • Professional membership (e.g. RICS or CIOB) desirable

Working Pattern

  • 4 days per week on-site within the borough
  • 1 day per week home working for administrative duties
