Southwark Council is looking for a Specialist Procurement Advisor to join their Community Safety and Partnership division. You must have experience of leading a Competitive Dialogue procurement process.

Purpose: To provide strategic procurement advice and support to the Community Safety and Partnerships team in respect of the recommissioning of Domestic Abuse and related Violence Against Women and Girls services in Southwark.

It is anticipated that the recommissioning will be delivered via Competitive Dialogue. Experience with leading a Competitive Dialogue procurement process is therefore essential, ideally for similar services within a local authority setting.

Responsibilities:

1. To provide an effective procurement advice service to Community Safety and Partnerships in respect of complex and high value projects, through the delivery of procurement expertise in line with good governance and best practice and the promotion of council priorities.

2. To develop procurement processes, draft documentation, coordinate timelines, establish and chair evaluation panels and lead any such activities required to carry out the recommissioning Domestic Abuse and related Violence Against Women and Girls services in Southwark in line with good governance and best practice and the promotion of council priorities.

3. To provide expert advice and support to the department(s)/council, its committees, members and senior management on all related procurement issues, including drafting reports for the cabinet, scrutiny, council assembly, and other formal council meetings and decisions, and any reports required for external bodies.

4. To lead and attend meetings with council officers, members and external organisations as appropriate and to take the lead role on relevant procurement issues emanating from these discussions.

5. To advise strategic directors and their senior management teams on proposals for, and ongoing, procurement activities within their departments.

6. To assist in finding commercial and innovative ways for the council to approach and deliver its contractual requirements including via trading and joint ventures in support of the councils objectives.

7. To make an effective contribution to all relevant council initiatives aimed at continuous improvement and to deliver any targets or initiatives to be met.

8. To build effective and constructive relationships with council officers and members and external organisations.

Pay rate: £316.63 per day umbrella

Three to six months contract with view to extend or make permanent
