Specialist Surveyor -MUST GAVE EXPERIENCE OF ADAPTATIONS PLEASE ESSENTIAL

Main Responsibilities

  • Oversee the Surveying functions required to manage the delivery of the service and ensure that  the team delivers adaptations and home improvements   on time and to budget.
  • Ensure the team delivers Specialist Disability Adaptations including Level Access Showers and stair lifts and internal and external common parts adaptations including ramps and lifts in accordance with Legislation including the Building Safety Act 2022.
  • Ensure that Descent Homes Works including addressing Dampness and condensation and disrepair are completed in line with Legislation including the HHSRS (Housing Health and Safety Rating System)
  • Ensure that the service delivery is co-ordinated to include timely Pre, Mid & post inspection of works
  • Ensure a responsive service to promptly address Repairs to existing adaptations including Leak Detection
  • Collaborate with the Home Improvement Agency Team Manager to implement and develop effective systems to manage the referrals to the service and to ensure the works required are carried out or programmed according to urgency and priority. Support and manage different types of work within the service, in response to the changes in the volume of work.
  • Work in collaboration with colleagues within the team and with our partner agencies, to ensure a joint approach to improve quality and customer satisfaction for residents.
  • Lead and developing a team of technical staff to create a professional and high-performance culture, assisting the Home Improvement Agency Team Manager with associated tasks when required.
  • Provide a high standard of technical support to the team. Manage the local delivery of disability adaptations and home improvements to ensure compliance with legislation and guidance for example the Housing Grants Construction and Regeneration Act 1996 and the Building Safety Act 2022
  • Manage the delivery of adaptations in regard to contractor quality, standards and timeliness to deliver a seamless, holistic service to customers Develop robust quality assurance systems and promptly address service quality issues
  • Ensure that the Councils Policy for managing the health and safety of residents, staff and contractors is fully implemented and documented. Provide expert knowledge on health and safety law applicable to the construction industry.
  • Lead existing and develop new partnerships, both within the council and with external partners, to establish a coordinated and integrated approach to the overall management of the service
  • Responsible for supervising  Surveyors and Trainee/Apprentice Surveyors including allocation of work, development and training of the staff members.
  • Case management of own dedicated case load of complex adaptations, Home Improvements and repairs including assessment, planning collaboratively with residents, delivery, communications to residents and completion of works.
  • Ensure that complaints are managed effectively and seek to resolve issues quickly. Ensure that defects which could give rise to claims of disrepair or complaints are resolved completely and fully documented.
  • Ensure Contracts are managed and are compliant with the Council Procurement Service
  • Lead with service development initiatives and projects as required

 

Work Experience:

 

  • Experience of managing disability adaptations, home improvements and repairs and maintenance services in residential buildings, including the specification of works such as Wheelchair Lifts, Ramps, Level Access Showers and Ceiling track Hoists and diagnosis of building defects in line with the Housing Grants Construction and Regeneration Act 1996, Building Safety Act 2022 and Building Regulations 2010
  • Substantial experience of assessing and addressing disrepair in line with the Housing Health and Safety Rating Scale (HHSRS)
  • Experience of working with vulnerable residents and experience of asking about and arranging reasonable adjustments to support residents to access services
  • Experience of managing and administering contracts for service delivery and or repair and maintenance in line with the Procurement Act 2023
  • Experience and proven capability of making complex technical/professional decisions including analysis and interpretation of scale drawings and he specification of remedial works in line with the Building Safety Act 2022 and the Building Regulation 2010
  • Experience in project managing building works including

experience of managing and co-ordinating the response to major service failures and responding to emergencies

  • Experience of leading change within a team in line with organisational objectives and legislation, including identification, implementation and completion of project work and analysis of outcomes and production of reports.
  • Demonstrated experience of personal leadership  in a team including the development of professional staff.
  • Substantial experience of managing own complex case load with evidence of delivering outcomes in line with  statutory and organisational deadlines and key performance indicators
  • Experience of procurement and supplier relationship management in line with the Procurement Act 2023.
  • Ability to analyse financial and performance information, understand the business context and extract key facts to deliver improvement and opportunities.
  • Evidence of successful resources management in a multi-disciplinary environment, as well as a successful track record in managing large budgets, business planning, qualityand performance management.
  • Experience of investigating and responding to complaints and managing customer expectations

 

Skills:

  • Substantial Skill and experience in delivering Disability Adaptations. An understanding of the practical challenges of service delivery in an inner-city environment, where space is limited. Clear demonstration of advanced knowledge and skills is required to assess, analyse and consider a suitable solution in line with legislation  including providing evidenced based reasoning where adaptations are not Reasonable and Practicable to deliver.
  • Substantial skills applying relevant legislation to service delivery: for example,  delivering Mandatory Disabled Facilities Grants for kitchen, bathroom and access in line with  the Housing Grants Construction and Regeneration Act 1996, Building Safety Act 2022 and Building Regulations 2010, Procurement Act 2023
  • Evidence skill in Risk Assessment to ensure that services are delivered in line with Health and Safety Legislation relevant to the Constructions industry such as The Health and Safety at Work Act 1974, British Standards, whether in whole or part. Construction Design & Management Regulations (CDM) 2015. The Construction (Health, Safety and Welfare) Regulations 1996. Control of Asbestos Regulations 2012 and The Management of Health and Safety at Work Regulations 1999
  • Evidence of leadership and delivery of change within an organisation or team with the evidence of service development including innovation, service design and  problem solving and evidence of  achievement of service delivery outcomes and Key performance Indicators
  • Skill in self-managing own workload , including Lone Working across the City, and resilience including working outside of standard office hours and occasional requirement to travel outside of Westminster Council to attend site visits and training
  • Evidence of skilled in use of Information Technology including Microsoft Office, Databases and production and interpretation of scale drawings as required

  • The ability to listen carefully to other viewpoints and resolve disputes through individualised approach  including responding to complaints and to support residents to find alternative options depending on their eligibility.

Qualifications:

  • Relevant professional qualification – Graduate in Building Surveying or similar technical discipline in the built environment.
  • Evidence of continued professional, managerial and personal development e.g. membership of a relevant professional organisation (e.g. MRICS, MCIOB) or a clear plan and timetable for achieving this.
