JOB SUMMARY:
To lead on the day-to-day and strategic management of an element of the Council’s property portfolio
ROLE REQUIREMENTS:
1. To maximise financial and operational performance of an element of the portfolio as defined by the Council’s Corporate Objectives and the Asset Management Strategy.
2. Responsible for leading on Asset Management input into major projects.
3. Be responsible for formulating disposal and letting strategies.
4. Identify opportunities for income generation or capital receipts.
5. Act as the key link between service teams and the Property teams.
6. Responsible for defining asset needs, undertaking property reviews and option appraisals.
7. Creating short, medium and long-term strategies for the asset portfolio.
8. Support Senior Strategic Asset Manager and Head of Asset Management on strategic projects and disposal programme.
9. Commission valuations of sites and buildings by specialist as and when required.
10. Procure and manage external consultants and draft requirement documents / brief as appropriate.

PEOPLE
17. To deliver professional advice to officers, councillors and others in relation to asset management work, including options appraisals, property reviews, feasibility studies and the development of service-based property strategies.
18. To lead on creating and maintaining strong working relationships with Council departments, elected Members, public and third sector partners and the private sector to ensure that the Asset Strategy and broader corporate objectives can be delivered.
19. Provide professional advice to members, the Asset Management Working Group, Asset Management Board, Senior Management and officers of the Council and to the general public. Provide an estates focal point for external bodies.
20. Instruct and monitor the performance of internal and external solicitors, surveyors and other professional advisors and to agree performance related fees; review overall performance and agree targets for improvement.
21. To liaise with existing and prospective Third Sector tenants, and with their funders or sponsors, to try and meet their property requirements and ensure tenants’ business plans are sustainable so they can meet their obligations.
22. Supervise others within the department providing professional guidance and assistance, assisting with work prioritisation and helping to ensure the smooth day-to-day running of the service.
23. To build positive relationships with all stakeholders including elected Members, Third Sector organisations, public sector partners, tenants, developers, other landowners and client departments. To deal with all Members’ Enquires relating to the service. To advise Members of property issues both informally and formally (e.g. at Cabinet meetings, Audit Committee).
FINANCE
24. To ensure that all instructions are monitored and delivered on time, budget and to agreed quality and to ensure that client departments are satisfied with the service they receive, in line with agreed protocols.
SERVICE
25. To lead on the provision of professional advice and support for all property related projects, such as service wide property reviews or site specific options appraisals, as required by the Head of Service.
26. Be responsible for professional advice and support on the implementation of options for strategic sites.
27. To lead on the acquisition or disposal of sites via appropriate means and as directed by the Head of Asset Management or Director.
28. Provide strategic management of the Council’s asset portfolio to ensure maximum financial and operational return in accordance with the Council’s Corporate objectives and the objectives of the client directorates.
29. Lead responsibility for the day-to day management of assets to ensure compliance with agreement terms, statutory and contractual timetables, asset management plan and accounting requirements.
30. Advise on strategy, negotiate and/or instruct consultants to negotiate lease renewals, rent reviews, assignments, licences for alterations, applications for wayleaves and easements to achieve the identified strategy and objectives outlined in the Property Asset Management Plan.
31. Act as lead for property projects; contribute to corporate projects and be a member of or lead project teams or steering groups when appropriate e.g. development partner.
32. Identify opportunities for strategic acquisitions and disposals that could assist in achieving the Council’s medium term financial plan and asset strategy. This process includes the identification of surplus or underperforming assets.
33. Lead responsibility for the review the performance of assets and the viability of the portfolio by continually reviewing the portfolio, challenging service occupation and leading on options appraisals.
34. Develop short, medium and long term strategies for surplus assets to reduce holding cost and ensure best value for the Council.
35. Identify service property requirements through workshops and stakeholder meetings.
36. To undertake all the Council’s valuation requirements including development site valuations, valuations to support multi-million regeneration schemes and any other valuations.
37. To work to the agreed standards for approving valuations within the team and where appropriate ensure compliance with the RICS appraisal and valuation manual.
38. To ensure that all duties and responsibilities are performed in accordance with all Council’s Policies and Procedures including Financial Regulations, Standing Orders, Personnel Policies and Procedures, Health and Safety Policy etc.
39. To support the development and implementation of clear policy frameworks and procedures for the property under the section’s management by reference to best practice in both the public and private sectors. To challenge existing practice, generate innovative ideas and help support the Division’s aim to become a recognised beacon of best practice.
40. To prepare correspondence and reports for the Director at Cabinet, Committees/ Sub-Committees, or be a representative of the Council at, Forums, multi-disciplinary working groups etc. Co-ordinate and advocate the Borough’s position acting as the nominated professional officer at external meetings and on other bodies
41. To deputise for the Director of Property and Major Programmes, Head of Asset Management and Senior Strategic Asset Manager as and when required, including attendance at meetings with senior officers, councillors and at Cabinet meetings.
42. To keep up to date in developments and best practice in estate management and valuation, management and leadership and public sector policy
43. To operate and utilise Information Technology effectively to support the efficiency of the section.
44. To promote and comply with the Council’s Equal Opportunities Policy in the opposition and eradication of all forms of discrimination and to ensure all services are accessible to all users.
45. To undertake unaccompanied site visits of sites (including construction sites) and buildings.
