Job Title: Strategic Category Lead (Construction & Capital Projects)
Purpose of the Role
Lead procurement and commercial activity across a portfolio of construction and capital delivery projects. Ensure projects are sourced effectively, delivered within budget, and compliant with public sector regulations while maximising value for money and managing risk.
Key Responsibilities
- Lead procurement strategy and delivery for construction and infrastructure projects, including major capital programmes
- Provide commercial advice on cost control, value for money, and risk management across multiple projects
- Manage end-to-end procurement processes in line with public sector regulations and council policies
- Develop and implement category strategies for construction spend
- Oversee contract management, including supplier performance, variations, and dispute resolution
- Advise on appropriate contracting routes (e.g. frameworks, design & build, NEC/JCT)
- Build and manage relationships with internal stakeholders and external suppliers/contractors
- Lead and support a small procurement/commercial team to deliver projects effectively
Key Requirements
- Strong experience in a commercial or quantity surveying role, ideally within local government or the public sector
- Proven background in construction, infrastructure, or capital projects
- Experience with public sector procurement regulations and contract frameworks
- Ability to manage costs, risks, and commercial performance across multiple projects
- Strong stakeholder management and communication skills
- Able to start at short notice and attend the office as required
Contract Details
- Initial 6-month contract (potential extension)
- Hybrid working (approx. 1 day per week in office)
