Strategic Lead – Homelessness, Rough Sleeping & Supported Accommodation
About the Role
We are seeking an experienced Strategic Lead – Homelessness, Rough Sleeping & Supported Accommodation to provide visible and effective leadership across the council’s homelessness, rough sleeping and supported accommodation services.
This is a senior strategic role, equivalent to Head of Service, reporting directly to the Director of Housing Options and Homelessness.
The postholder will be responsible for ensuring high-performing, financially sustainable services that deliver positive outcomes for residents, while driving continuous improvement, innovation and value for money.
Key Responsibilities
- Provide strategic leadership across homelessness, rough sleeping and supported accommodation services.
- Lead and develop teams, ensuring high standards of performance and a positive organisational culture.
- Oversee service planning, performance management, financial resources and delivery of key outcomes.
- Develop and implement strategies to prevent and reduce homelessness and rough sleeping.
- Work with partners to ensure effective and appropriate supported accommodation is available.
- Drive service improvement, transformation and innovative approaches to meeting housing need.
- Ensure services are financially sustainable and provide value for money.
- Monitor performance, identify risks and take action to address areas of underperformance.
- Work closely with Elected Members, senior officers and external partners to deliver high-quality housing services.
- Build effective relationships across local government, housing providers, voluntary-sector organisations and other key partners.
- Ensure services respond effectively to the changing needs of residents and the wider housing environment.
About You
You will be an experienced senior housing leader with substantial knowledge of homelessness and housing services, ideally gained within a local authority environment.
You should have:
- Significant experience leading homelessness and/or housing options services at a senior management level.
- Strong knowledge of rough sleeping and supported accommodation.
- Experience of strategic service planning, transformation and continuous improvement.
- Experience managing significant budgets and resources, with a strong understanding of value for money.
- Strong performance management and outcome-focused leadership skills.
- Experience working with Elected Members, senior stakeholders and external partners.
- The ability to lead complex services, manage competing priorities and deliver measurable improvements.
- Excellent communication, influencing and partnership-working skills.
