JOB PURPOSE:
• Ensure that people and premises meet statutory requirements and in compliance with relevant council policies and procedures in relation to Environmental Protections.

• Investigate, inspect, and take all necessary follow up action to ensure premises subject to commercial legislative requirements are compliant.

• Represent the Council, including as a duly authorised officer, to educate and work in partnership with relevant organisations to enhance the safety and well-being of residents, businesses, and visitors to Harrow.

• Oversee the compliant delivery of Environmental Protection functions within the Service to ensure the councils statutory and policy obligations are met.

• Maximise the resources under direct management to ensure maximum outcomes.
Job Context (Key outputs of team / role)

• Ensure that premises and people meet statutory requirements and in compliance with relevant Council policies and procedures in relation to Environmental Protection legislation. In particular statutory nuisance investigations, enviro crime, and environmental pollution.

• Lead the operational management of direct reports with responsibility for their data to day management ensuring their responsibilities are executed to a consistent high standard.

Main Duties / Accountabilities
1. Oversee the management of the Environmental Protection staffing resources to ensure appropriate resources are allocated to deliver the services efficiently.
2. Responsible for the day-to-day supervision and management of the team including the selection, development, and performance in line with the Council’s HR policies.
3. Carry out performance management and quality reviews of work undertaken by the team to ensure compliance with relevant legislation codes of practice approved guidance corporate policies and team and individual targets.
4. Ensure all team members receive the appropriate level of communication to maintain engagement with the Council’s vision, priorities, and activities.
5. Represent the Council at public inquiries, public meetings, external organisations and Council committee meetings, providing in depth technical information and reports for service-related issues. Represent the Council in both criminal and civil proceedings,.
6. To act as lead officer holding responsivity for dealing with complex operational delivery, enforcement and education issues on an independent basis providing authoritative guidance to colleagues
7. Provide excellent customer services to all customers, ensuring they are kept fully updated on the case development. Communicate with residents/businesses/Ombudsman in relation to service complaints to achieve a high level of satisfaction, investigate and manage and promptly address any service failures.
8. Be responsible for the safe keeping of technical and other equipment required for the efficient performance of duties, including operating expertise and interpretation of results.
9. Be committed to ongoing professional development. Meeting the continuing development requirements of any statutory and professional bodies related to the role.

10. Lead on continuing improvement of the service by developing relevant protocols, procedures and service level agreements as required.
11. Act for the responsible authority under the Licensing Act 2003 including appearing at member panels of premise licences under the Licensing Act 2003. Act for the responsible authority under the Licensing Act 2003 for complex cases including leading on licence reviews.
12. Act as a coach and mentor to support the development of members of the team to ensure continuous improvement in service delivery meet business need and support continuous professional development
13. Lead on publicity campaigns, customer service improvement plans and joint initiatives across the Services and with other agencies as directed.
14. Provide sign off for colleagues to progress with formal premises closures and works in default.
15. The business environment does not solely operate, nor crime, nuisance and anti social behaviour occur during traditional working hours. The post holder will be required to work flexibly in order to achieve the aims and objectives of the service. This will include weekend or evening working as part of the normal working week. 10- 20% of functions will be outside of core hours including after 20:00 and at weekends.
16. The duties listed are not exhaustive and may vary, however the duties will be in line with the grade.
17. Deputise for the Public Protection Manager as required.

Selection Criteria
Knowledge, Skills and Experience
Have an excellent knowledge of the range of legislation enforced by the Public Protection team. 
Full current driving licence 
Ability to work efficiently and effectively in a demanding and pressurised environment independently and as a team 
High standard of written and verbal presentation and communication skills 
Competent in the use of standard computer systems 

Aptitude for the technical and legal aspects of the discipline 
Inclusive team worker who can foster partnerships work Collaboratory across teams to achieve desired outcomes 
Ability to work outside normal working hours as may be necessary including response to emergency situation 
Aa clear understanding of the diverse nature of Harrow’s communities and the implications for Public Protection and Enforcement Service and the impact on Harrow residents and service users 
Ability to maintain confidentiality 
Ability to solve problems, generate ideas and proposals and produce recommendation for such 
Ability to create effective working relationships at all levels and proven ability to work effectively in as team as well as lead operationally 

Qualifications
Full member of a relevant chartered or professional organisation or holder of a post graduate qualification related to the role 
Supervisory or management qualification or experience of supervising or managing staff 
